We're seeking an experienced Delivery Process Lead to join a Delivery Office responsible for shaping and scoping digital and technology initiatives before they progress into formal delivery.
Working across a diverse portfolio of digital and ICT initiatives, you'll lead pre-discovery and discovery activities, taking often ambiguous business needs and turning them into clearly defined, scoped and decision-ready initiatives. You'll coordinate Business Analysts and technical SMEs to develop high-quality Statements of Work (SOWs), scope documentation, estimates, business case inputs and executive-ready recommendations. A key focus of the role is bringing structure to the early stages of the delivery lifecycle - clarifying the problem to be solved, defining scope boundaries, assessing complexity, validating resource and cost estimates and ensuring the right technical and business stakeholders have contributed before an initiative progresses.
You'll work closely with Enterprise Architecture, Cyber Security, Vendor Management, Digital Engagement and other specialist teams, facilitating workshops, challenging assumptions and ensuring initiatives are appropriately scoped and ready for endorsement and mobilisation.
The ideal background could be a Senior/Lead Business Analyst, Delivery Lead, Transformation Lead or Project Manager with strong experience across discovery and early-stage initiative shaping. This isn't a traditional delivery PM or Senior BA role - we're looking for someone comfortable working through ambiguity, developing structure and producing explicit, high-quality documentation that enables informed investment and delivery decisions.
Key Responsibilities
Lead pre-discovery and discovery activities for digital and technology initiatives




Translate ambiguous business needs into clearly defined problem statements, scope and delivery options
Coordinate Business Analysts and specialist SMEs throughout the discovery process
Develop high-quality Statements of Work (SOWs), scope documentation and executive-ready artefacts
Coordinate and validate estimates, resource requirements, costs and delivery approaches
Facilitate workshops and challenge assumptions to ensure initiatives are appropriately defined
Coordinate inputs across Enterprise Architecture, Cyber Security, Vendor Management and other specialist teams
Establish appropriate governance, delivery cadence and ways of working
Support initiative prioritisation, endorsement and investment decision-making
Identify opportunities to improve and mature the pre-delivery/discovery process
Essential Experience
Strong experience leading pre-discovery, discovery or early-stage initiative scoping
Demonstrated experience developing Statements of Work (SOWs) and other decision or mobilisation documentation
Strong business analysis, problem definition and process analysis capability
Experience taking ambiguous requirements and turning them into clearly defined, actionable initiatives
Strong stakeholder engagement and workshop facilitation skills
Experience coordinating technical SMEs and multidisciplinary stakeholders
Experience developing scope, estimates, resource requirements and delivery recommendations
Experience across digital, technology or ICT transformation initiatives
Excellent written communication and the ability to produce concise, executive-ready documentation
Highly Desirable
Experience leading or mentoring Business Analysts
Experience developing business cases or investment submissions
Experience supporting portfolio prioritisation or investment decisions
Experience establishing or improving discovery, governance or delivery frameworks
Experience within a large, complex organisation or higher education environment
