The opportunity

ASIO is seeking an exceptional senior executive to fill the role of Deputy Director-General, Technology Services Delivery. As a member of ASIO’s Executive Committee and one of the most senior executive in the organisation, you will be responsible for ensuring technology investments deliver measurable benefits for Australian’s and their security, modernising complex service and mission infrastructure, and the leading a large, multi-disciplinary workforce through technology transformation.

Reporting to the Director-General of Security, the Deputy Director-General, Technology Services Delivery leads the end-to-end execution of all of ASIO’s technology services. In this role, you will be responsible for shaping, implementing and maturing ASIO’s pursuit of Artificial Intelligence, successfully navigating transitions to Cloud technology and identifying and driving opportunities to partner more effectively with service providers. Across all activities, you will partner with mission and corporate leaders to ensure fit-for-purpose products and services are delivered and that there is optimised deployment of substantial budgets and workforce resources. Exemplary executive leadership of enterprise-wide organisational and cultural change will be required.

ASIO looks for candidates who are curious, resilient and enjoy problem solving. This role requires an executive leader who is accountable for translating strategic vision into tangible, high-impact public service outcomes. To be successful in this role, you will need to:

· Be both an enterprise and technical leader: integrating technology strategy and advice into enterprise approaches to ensure that technology outcomes deliver against corporate and mission requirements and support outcomes needed for ASIO, the National Intelligence Community (NIC), Government and industry and international partners.

· Commit to action and delivery: leading decisively to implement strategies, demonstrating high performance and personal drive, galvanising others and maintaining control to get the job done.

· Demonstrate stewardship, probity and professionalism: demonstrate the highest level of personal integrity, emotional intelligence, and discretion when leading through complex challenges, ensuring that all actions are made within legal and policy constraints and support the public interest now and into the future.

A merit pool may be created to fill future vacancies which have the same or similar requirements to this position. This merit pool will be valid for up to 18 months.

The key duties of the position include:
Responsibilities

As the Deputy Director-General, Technology Services Delivery, you will:

· Deliver outcomes and program performance required for ASIO’s corporate and mission priorities, including:

o Delivering measurable value: Drive timely and economical delivery of major technology initiatives including complex technology transformations, data and AI policies and strategies, critical infrastructure upgrades, and customer-facing digital services.

o Driving benefits realisation: Establish rigorous management framework to track and realise return on investment, efficiency gains, and enhanced service delivery outcomes across all technology investments.

o Operational excellence and service reliability: Oversee mission-critical production environments, ensuring platform availability, operational resilience, and seamless service delivery.





o Risk-informed execution: Proactively identify and manage technical, operational, and delivery risks, making decisive trade-offs to keep complex initiatives on track.

· Be a leader of change and organisational transformation, including:

o Culture and practice transformation: Lead change across the organisation, shifting teams to user-centric and outcome-oriented product delivery practices.

o Enterprise modernisation and adoption: Drive the adoption of cloud technologies, modern data platforms, and secure operational tools, ensuring ASIO is equipped and supported through system transitions.

o Stakeholder alignment and expectation management: Align NIC agencies, executive peers, central APS agencies, and industry partners around delivery milestones and change approaches.

o Exceptional executive leadership: Set a standard of high performance, accountability, and continuous improvement, fostering an inclusive, psychological safe environment that thrives on continuous adaptation.

· Strategically manage resources with enterprise stewardship, including:

o Budget Optimisation: Direct the group’s operational and capital budgets, ensuring optimal allocation, discipline, and compliance with all legislative frameworks. At the same time, drive unnecessary costs out of the business.

o Workforce capability and partnering: Build and maintain a workforce made up of employees, contractors and providers to ensure deep, top-tier talent is available.

o Strategic procurement and vendor performance: Lead commercial negotiations and strategic vendor management to maximise performance, drive accountability, secure capability, and ensure value for money.

o Asset and legacy rationalisation: Strategically and systematically address legacy infrastructure and streamline enterprise architecture to create capacity for innovation.

Eligibility
What you will bring

We are seeking candidates with the following capabilities:

· Promotes a security culture: Support the identification, assessment and management of security and organisational risk, including promoting and maintaining a positive and inclusive workplace setting in which staff feel comfortable seeking support and raising concerns.

· Strategic thinking: Translates broad government policy direction and the ASIO’s mission and corporate objectives into clear performance outcomes and benefits realisation models that turn strategic objectives into delivered services.

· Achieves results: Harnesses organisational capability and marshals’ resources to achieve successful end-to-end delivery of large-scale, complex technology portfolios and multi-year transformation programs.

· Productive working relationships: Builds coalitions across diverse stakeholder landscapes and managing complex dynamics with diplomacy, authority, and tactical negotiation skills, including driving strict commercial accountability across major IT vendors and suppliers.

· Personal drive and integrity: Demonstrates resilience, integrity and respect under sustained pressure, takes responsibility for difficult calls, while driving significant cultural, behavioral, and operational change across large, multi-disciplinary, diverse workforces.

· Communicates with influence: Highly refined negotiation and communication skills, with a track record of steering executive committees, Ministers, and external partners through operational change and risk management.

Skills and qualifications

Tertiary qualifications in Computer Science, Information Technology, Engineering, Business Administration, or a related field are highly regarded.

Executive leadership qualifications (e.g., GAICD) are desirable.
Eligibility

To be eligible to work at ASIO, you must be:

· An Australian citizen.

· Assessed as suitable to hold and maintain a TOP SECRET-Privileged Access (TS-PA) security clearance.





· Ability to conduct official travel domestically and internationally, and be available for extended hours during other essential periods (e.g. active crisis response periods),

While ASIO officers’ identities are protected by law, under section 92 of the ASIO Act, Deputy Directors-General are declared roles. Therefore, to be eligible for this role you must be willing and able to be a declared ASIO officer. This means that should you be appointed to a Deputy Director-General position; you will be publicly identified as an ASIO employee and be required to represent ASIO in engagements like senate estimates, media addresses, public speaking etc.

Employment conditions

Employment is under the Australian Security Intelligence Organisation Act 1979. Conditions of service are similar to those applying in the Australian Public Service. We recognise entitlements accrued under the Public Service Act 1999 and provide for continuation of superannuation under the Commonwealth schemes. Salary packaging arrangements are also available.
