The Research, Evaluation, Data Insights and Analysis Group supports QCS in ensuring its programs, initiatives and operations are informed by the latest evidence and research.
It is tasked with working with senior academics and researchers, conducting its own internal research and evaluation projects, developing prisoner forecasts and analysing prisoner and offender trends.
Through such work, it is committed to supporting QCS in building an evidence-informed approach to policy and practice in delivery rehabilitative interventions aimed at reducing reoffending and enhancing community safety.
The Manager, Research and Evaluation, is responsible for the delivery of effective research and evaluation services to meet organisational objectives through the development and management of the Research and Evaluation team.
The primary accountabilities of the Manager, Research and Evaluation include:
• Manage a complex research and evaluation portfolio and undertake and manage research and evaluation activity, including quantitative and qualitative analyses and use of relevant statistics software packages.
• Undertake high quality, ethical research, including empirical research into complex correctional matters.
• Build and maintain robust partnerships with government agencies and research stakeholders in Queensland and represent the department when engaging with a broad range of stakeholders within and external to state government.
• Implement and coordinate QCS's research and evaluation program of work in alignment with the QCS Strategic Plan including promotion of an evidence-informed culture in QCS.
• Use an evidence-informed approach to the design and implementation of evaluations of QCS interventions, practices and initiatives, including development of evaluation frameworks and plans.
• Provide high-level and complex briefing material, submissions for consideration at a senior executive, Ministerial and Cabinet briefings.
• Examine best practice trends and legislative and policy changes to inform updates and initiatives in QCS correctional practice as well as the research and evaluation portfolio.
• Ensure research and evaluation projects at QCS are conducted in an ethical and safe manner and in a way that adds value to the work of the agency and contributes meaningfully to the criminology field.
• Manage the research and evaluation functions for QCS, including managing the secretariat functions of the QCS Research and Evaluation Committee.
• Provide high level advice to the Director Research Evaluation, Data Insights and Analysis Group, Assistant Commissioner Strategy and Performance, Deputy Commissioner Organisational Capability, and the QCS Commissioner.
• Maintain a detailed and comprehensive knowledge of QCS legislation, policy, Cabinet and parliamentary processes and interpret and apply this understanding to QCS work in research and evaluation.
• Manage staff and resources in the Research and Evaluation team by applying highly developed time management skills, interpersonal communication, emotional intelligence, active listening, and effective conflict management when needed.
