The Role
The EL 2 Director Treasury and Accounts Receivable is a senior leadership role within Financial Services Operations (FSO) Branch, Defence Finance Group (DFG). The position is responsible for leading Defence's treasury, banking and accounts receivable functions, ensuring effective cash management, banking operations, debt management and revenue collection across the organisation.

The duties of an EL2 Director - Treasury and Accounts Receivable Director may include:

- Lead the Treasury and Accounts Receivable function within FSO Branch, providing strategic direction, governance and assurance across Defence treasury, banking and debt management activities.
- Lead, develop and manage a high-performing team, fostering a culture of accountability, collaboration, continuous improvement and customer service.
- Manage resources, priorities and workflows to achieve operational and strategic outcomes.
- Oversee Defence cash management and liquidity activities, ensuring sufficient funding is available to meet operational requirements.
- Lead Defence banking operations, including banking governance, account management, banking service arrangements and compliance with whole-of-government banking requirements.
- Provide strategic advice on treasury policies, frameworks and practices, ensuring alignment with legislative and policy obligations.
- Deliver treasury reporting, analysis and forecasting to support senior executive decision-making and external reporting requirements.
- Provide strategic oversight of Defence accounts receivable operations, including billing, revenue collection, debt management and recovery activities.
- Ensure effective management of outstanding debt through appropriate governance, performance monitoring and stakeholder engagement.




- Lead initiatives to improve accounts receivable performance, debt recovery outcomes and financial controls.
- Build and maintain effective relationships with internal and external stakeholders, representing Defence on treasury, banking and accounts receivable matters.

About our Team
The Treasury and Accounts Receivable team is one of six directorates comprising the Financial Systems and Operations Branch. The director has two EL1 direct reports with overall responsibility for 20 staff contributing to the success of the Treasury and Accounts Receivable function.

The EL 2 Director Treasury and Accounts Receivable is an experienced finance leader with extensive knowledge of Commonwealth financial management, treasury operations, banking services, accounts receivable, debt management and financial governance. They apply strategic thinking and professional expertise to deliver operational excellence, strengthen financial controls and support informed decision-making across Defence.

The successful candidate will build and maintain productive relationships with a broad range of internal and external stakeholders, influence outcomes at senior executive levels and lead complex financial initiatives in a dynamic operating environment. They will demonstrate strong leadership, sound judgement and a commitment to continuous improvement, innovation and service delivery excellence.

Our ideal candidate will have the following skills and attributes:





- Demonstrated leadership experience in Commonwealth financial management, treasury, banking, accounts receivable or related financial service delivery functions.
- Extensive knowledge of Commonwealth financial frameworks, governance requirements, legislative obligations and financial control environments.
- Robust understanding of treasury operations, cash and liquidity management, transactional banking arrangements, accounts receivable processes and debt management practices.
- Proven ability to provide strategic financial advice on complex issues, balancing operational requirements, risk management and compliance obligations.
- Highly developed stakeholder engagement and influencing skills, with the ability to establish productive relationships across Defence, government agencies, financial institutions and service delivery partners.
- Demonstrated experience leading and developing high-performing teams, fostering a culture of accountability, collaboration, customer service and continuous improvement.
- Strong analytical and problem-solving capability, with the ability to identify risks, trends and opportunities and implement practical, sustainable solutions.
- Experience leading business improvement initiatives, including process optimisation, system enhancements, automation and service delivery reform.
- Excellent written and verbal communication skills, including the ability to prepare high-quality briefs, ministerial submissions, executive correspondence and reports.
- Demonstrated ability to manage competing priorities and deliver outcomes in a complex and evolving environment.
