Primary objective
Provide high-quality advice and information coordination across a broad range of complex intergovernmental issues, with a focus on
national reforms and tied funding agreements.
Context statement
Intergovernmental relations work is energetic and diverse. You will be joining a small team that works closely with other NT Government
agencies and other jurisdictions to pursue and protect the interests of the Territory through national forums and agreement negotiations.
Key duties and responsibilities
1. Research and analyse complex intergovernmental issues, funding arrangements and national reforms,
undertake reporting and provide
high-quality advice to support government decision-making, manage risks and leverage opportunities ensuring compliance with
governance, reporting and accountability requirements.
2. Coordinate and prepare high-level briefings and correspondence such as Ministerial briefs and letters of reply, Cabinet
Submissions/Minutes and comments and Legislative Assembly Briefings, including development of strategic positioning to support
participation, advocacy and the advancement of Territory priorities in key cross-jurisdictional forums such as the Health Ministers’
Meeting and Health Chief Executives Forum.
3. Develop and maintain productive working relationships with internal, across agency and across jurisdictional stakeholders to support
policy development, influence national reform agendas and ensure service delivery responds to emerging priorities.
4. Represent the Department and NT Government's interests at delegated local and national forums.
5. Support the day-to-day operations of the IGR team, contribute to continuous improvement initiatives, and provide guidance and
mentoring to staff as required.
Selection criteria
Essential
1. Highly developed lateral, conceptual and systems thinking capabilities and demonstrated ability to research, synthesise and analyse
complex information to identify contextually relevant strategic risks and opportunities.
2. Demonstrated ability to provide succinct, accurate and well-reasoned policy advice, briefs, correspondence and other written products
tailored to diverse audiences and decision makers.
3. A strong record of achievement in coordinating policy initiatives and projects with motivation, organisation and personal drive while
balancing competing deliverables and meeting tight timeframes.
4. Excellent interpersonal skills, including ability to handle sensitive and confidential matters with tact, diplomacy and sound judgement,
and to exercise political astuteness and impartiality.
5. Ability to work both independently and collaboratively as part of a team as required, to work effectively with diverse stakeholders to
achieve outcomes and contribute to a team culture of collaboration, excellence and high performance.
Desirable
1. Working knowledge of Australia's intergovernmental relations frameworks and processes.
2. Knowledge and understanding of contemporary issues facing the Territory and of current Government priorities.
3. Flexibility to work outside of standard business hours when required.
4. Tertiary qualification in a relevant discipline.
