About The role The Activity Lead will oversee and coordinates the Thin Market program to improve the availability, sustainability and integration of primary health care services in regional and remote communities in Western Australia. The role maintains whole-of-activity oversight to ensure work is delivered in line with funding obligations, internal processes and Commonwealth guidance.

Working at a systems and place-based level, the role partners with regional communities, general practices, Aboriginal Community Controlled Health Services, hospitals, government agencies and commissioned service providers to understand local needs and co-design practical responses.

The Activity

Lead supports commissioning, implementation, contract and performance oversight, and service-model refinement to strengthen local workforce capacity, continuity of care and sustainable pathways between primary care and the broader health system.

? Employment Type: 1 Full-time role available for a 2-year maximum term contract (part time may be considered)

? Location: WAPHA Head Office, Level 2, 1 Hood Street, Subiaco (hybrid role). Some regional travel within Western Australia may be required.

? Salary: Band 5 ($114,442.06k - $128,750.29 Plus 12% Superannuation)

Key tasks and responsibilities:

- Lead the end-to-end planning, commissioning, implementation and monitoring of Thin Markets activities, using local evidence and stakeholder insights to develop sustainable, place-based primary care responses.




- Monitor implementation, provider performance, expenditure, workforce and service-delivery risks, escalating emerging issues and adjusting approaches to improve access, quality, continuity and value.
- Build trusted partnerships with regional stakeholders and service providers to support coordinated local solutions, strengthen referral pathways and improve integration across primary care, hospital and community-based services.
- Analyse local service gaps, demand, workforce constraints, provider viability and market capacity, and translate findings into clear recommendations and commissioning responses.
- Support the design, implementation and continuous improvement of versatile service and workforce models suited to regional and remote contexts, including transition and sustainability planning.
- Apply structured project and commissioning methodologies to develop and maintain activity plans, procurement and contract documentation, budgets, risk registers, evaluation measures, governance reporting and decision briefs.

About you To be considered for this role, candidates must meet the following selection criteria: Essential Experience & Qualifications:

- Tertiary qualification in health or human services or equivalent level of expertise.
- Demonstrated experience delivering complex, end-to-end health or human services activities, including planning, commissioning, implementation, monitoring, risk management and evaluation.
- High-level relationship management, consultation and negotiation skills, with the ability to work respectfully and effectively with regional communities, healthcare providers, government partners and other diverse stakeholders.
- Flexible and adaptable; able to work in ambiguous situations.
- Comprehensive knowledge of the Western Australian health system, particularly primary care and general practice, and an understanding of the access, workforce, market and service-delivery challenges affecting regional and remote communities.
- High level of computer literacy including proficiency in Microsoft Office suite.

Highly Regarded:

- Formal project qualification.
- Experience in health service commissioning, procurement, contract management and healthcare funding models, particularly where provider availability or market capacity is limited.




- Demonstrated experience designing or implementing sustainable service or workforce models in regional, remote or otherwise underserved settings.
- Understanding of the Australian primary care system and the policy, funding and operational factors influencing service sustainability in thin-market locations.
