About the team
The Northern Endeavour Branch is responsible for decommissioning the Northern Endeavour facility and associated infrastructure as well as the remediation of the Laminaria and Corallina oilfields.
The program of work is being delivered in 3 phases.
- Phase 1: decommissioning and disconnecting the Floating Production Storage and Offloading facility (FPSO) from the subsea equipment, temporarily suspending the wells, and towing and disposal of the FPSO; (completed)
- Phase 2: permanent plugging and abandoning the wells (commenced);
- Phase 3: removing and disposing of the subsea infrastructure and remediating the Laminaria and Corallina oil fields.
The opportunity
We are seeking a candidate to fill the role of Decommissioning Delivery Manager as an Executive Level 2. The successful candidate will lead the Decommissioning Delivery Team to manage the operational delivery of decommissioning works for the department, focused on Phases 2 and 3.
This is a rare opportunity to lead delivery of a nationally significant and technically complex offshore decommissioning program. The role operates at the interface of government, industry, engineering, regulation, procurement and major-project delivery.

Candidates with significant experience in program and project management, particularly in relation to the delivery of large and complex projects, are encouraged to apply. Experience in the oil and gas sector will be considered favourably.

- Demonstrated experience in leading and managing diverse multi-disciplinary teams to achieve results, with the ability to meet shifting priorities and timelines with flexibility.
- Demonstrated program or project management experience in delivering complex projects and programs, including working in partnership with industry and subject matter experts (SMEs).
- Demonstrated experience of program delivery assurance and risk management activities.
- Demonstrated strategic and critical thinking to proactively identify issues, efficiencies and opportunities for program and process improvements.
- Excellent written and verbal communication skills with a demonstrated ability to prepare advice, briefings, submissions for senior management, committees, and decision-makers with attention to detail.
- Demonstrated strong ability to build and cultivate productive relationships with internal and external stakeholders, to deliver shared outcomes.

As the Decommissioning Delivery Manager at the Executive Level 2, your duties are expected to include:
- Lead delivery of projects through a matrix operating model, setting priorities and coordinating with a multi-disciplinary team to plan, prepare and deliver complex offshore decommissioning activities, including working with APS staff, contractors, SMEs, and teams across the branch.
- Lead the Commonwealth delivery relationship with lead contractors and relevant subcontractors, integrating activities, dependencies, decisions and deliverables.
- Support complex procurement activities and the management of contracts, including holding contractors accountable for performance against contractual obligations, milestones, quality and other requirements, working with technical, commercial and legal advisers.
- Establish and manage the integrated project delivery controls across scope, schedule, cost, dependencies, risk, quality, assurance, regulatory obligations, contract management and other delivery management artefacts.
- Work collaboratively with the Technical Management Office and branch SMEs to coordinate and integrate technical, regulatory and assurance requirements into delivery.
- Exercise decision-making authority within delegation and escalate material changes, major risks and unresolved delivery or technical governance matters for decision.
- Build productive stakeholder relationships and provide clear advice and reporting to senior executives, governance bodies and relevant industry forums.
Eligibility
Candidates should be able to demonstrate experience in leading the management and delivery of large, complex programs or projects.
Experience within the offshore petroleum industry and particularly in project decommissioning would be considered favourably.
Relevant project management, engineering, or commercial qualifications would be desirable.
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
