About the roles

SES Band 1 officers are accountable for leading a significant branch or function. They operate with substantial autonomy, provide strategic leadership and stewardship within their areas of responsibility, and contribute to the collective leadership of the department and the broader Australian Public Service.

Depending on the role, you may lead managers, teams and multidisciplinary workforces, deploy people, financial and other resources, and be accountable for outcomes with material organisational or public impact. You will translate government and departmental priorities into clear direction, lead change, manage ambiguity and significant risk, and build long-term organisational capability.

You will provide high-quality, evidence-based advice to ministers and senior leaders, influence departmental and whole-of-government outcomes, manage complex and sensitive issues, and represent the department with senior stakeholders across government, industry and the community. Your duties will include:

- set strategic direction and lead the delivery of government and departmental priorities
- provide influential, timely and evidence-based advice on complex, sensitive and significant matters
- build trusted relationships, negotiate effectively and influence outcomes across government, industry and the community
- lead managers, teams and multidisciplinary workforces, as relevant to the role, and create clear accountability for delivery
- exercise sound judgement in deploying resources and managing ambiguity, significant risk, governance and competing priorities
- contribute to the department’s collective leadership, APS stewardship and long-term capability and institutional knowledge.

Additional information on specific roles

The department is seeking to initially fill the roles outlined below, noting that the merit pool will be used to fill similar roles over the next 18 months:

- Ministerial, Executive, Governance and Audit Branch, Chief Operating Officer: Lead delivery of ministerial, parliamentary, executive, governance and audit functions, providing trusted advice and high-quality support to Ministers and senior leaders. Ensure effective decision-making, accountability, risk management, assurance, governance and portfolio appointments across the department. (NV1 clearance required)




- Offshore Legislative Reform Branch, Oil and Gas Division: Leads legislative and regulatory reform across the offshore petroleum and greenhouse gas regime, including licensing, safety, environmental management and decommissioning. The branch develops policy, manages legal and regulatory reform programs, supports delegated statutory decision-making, and ensures Australia's offshore resources legislation remains effective, investable and aligned with Government objectives.
- General Manager, Gas Reservation Branch, Oil and Gas Division: Leads the implementation of the Australian Government's gas market reforms and reservation framework, translating Government policy into operational, regulatory and legislative arrangements. The branch oversees market design, implementation planning, stakeholder engagement and delivery governance to improve domestic gas security, affordability and investment certainty, while supporting efficient operation of Australia's gas market.
- General Manager, NOPTA, Oil and Gas Division: Leads the National Offshore Petroleum Titles Administrator, delivering title administration, resource management, data stewardship and regulatory advice under the OPGGS Act. Responsible for supporting Joint Authority and Ministerial decisions, maintaining confidence in the offshore title system, and ensuring efficient, transparent and effective administration of Australia's offshore petroleum and greenhouse gas resources.
- Trade Remedies Branch, Heavy Industry and Local Manufacturing Division: Lead the development of policy advice and options to protect Australian industry from unfair trade practices as part of a strengthened Trade Remedies system. Drive legislative reform, deliver the International Trade Remedies Advisory service for small business and work with the Australian Trade Remedies Commission to enhance system performance and outcomes.
- Industrial Capability and Resilience Branch, Industrial Capability and Supply Chains Division: Lead policy, coordination and initiatives relating to industrial capability and resilience, including Defence industrial capability and its intersection with Future Made in Australia, coordination of supply-chain responses, and cross-cutting industry policy and capability development. (NV2 clearance required).
- Venture Capital Incentives Branch, Commercialisation Division: Lead delivery of the government’s venture capital incentives programs, including implementing reforms to Early-Stage Venture Capital Limited Partnerships and Venture Capital Limited Partnerships, and establishing the Innovative Business Capital Gains Tax Concession. Responsible for continuous business process improvement, administrative decision-making, and risk-based program integrity and assurance.
- Resources, Energy and Industry Insights Branch, Analysis,



Insights and Strategy Division: Lead our team of highly experienced resource economists in the delivery of economic analysis, insights, data and forecasts to inform government policy and decision-making. Enable the department and the minister to make informed decisions on resources, critical minerals and energy policy through high quality analysis and advice on trends and emerging issues.

You will demonstrate the breadth of leadership expected at SES Band 1, including strategic thinking, delivery through others, productive relationships, personal drive and integrity, and contribution to whole-of-department and APS outcomes.

- a record of leading a significant function, program, policy, regulatory activity, service or specialist capability and achieving outcomes of strategic importance
- the ability to operate with substantial autonomy, set strategic direction, translate priorities into delivery and lead change in ambiguous environments
- sound judgement and the ability to provide clear, persuasive and evidence-based advice on complex, sensitive and significant issues
- the ability to build trust, negotiate and influence departmental, whole-of-government and external outcomes
- strong people leadership, including leading managers, teams and multidisciplinary workforces, as relevant to the role, and fostering inclusive, accountable and high-performing workplaces
- effective stewardship of people, financial and other resources, risk, governance, capability and organisational knowledge
- strong communication and representational skills, including the ability to represent the department with senior and diverse audiences
- exemplary integrity and behaviours consistent with the APS Values, APS Employment Principles and Code of Conduct.

Eligibility

To be eligible for these employment opportunities, you must be an Australian citizen and be able to obtain and maintain a Baseline or Negative Vetting 1/2 security clearance depending on the role.
