An excellent opportunity is available for an experienced Senior / Lead Technical Business Analyst to join a large Australian Federal Government department delivering a significant enterprise technology modernisation program.
This is a genuinely technical BA role working across Identity and Access Management (IAM), Microsoft Entra ID, cyber security, cloud transformation, systems integration and enterprise architecture.
You will work closely with solution architects, engineers, cyber security specialists, operational teams and senior business stakeholders to help shape and deliver a modern, secure and cloud-ready identity environment.
The prospect
The program is modernising enterprise Identity and Access Management (IAM) capabilities and transitioning from legacy Microsoft identity technologies, including Microsoft Identity Manager (MIM) and Active Directory Federation Services (AD FS), towards a modern architecture centred on Microsoft Entra ID.
The transformation encompasses identity lifecycle management, authoritative workforce identity sources, Joiner-Mover-Leaver processes, Single Sign-On, modern authentication, identity governance, privileged access, access reviews, application migration, audit and reporting, and broader Zero Trust capabilities.
This is an excellent opportunity for a Technical BA who enjoys operating at the intersection of business analysis, technology, architecture, cyber security and enterprise transformation.
What you’ll be doing
As the Senior / Lead Technical Business Analyst, you will:
- Plan and facilitate interviews, discovery sessions and workshops with business, technical, security, architecture, operational and support stakeholders.
- Elicit, analyse, document, validate and manage business, user, functional, non-functional, security, privacy, operational, reporting and support requirements.
- Document current-state and future-state identity lifecycle and Joiner-Mover-Leaver (JML) processes.
- Analyse access request, approval, review, provisioning, deprovisioning, reconciliation and exception processes.
- Develop process maps, business rules, user stories, use cases, acceptance criteria, requirements traceability and decision records.
- Analyse identity and workforce data flows, integrations, authoritative data sources, interfaces and dependencies.
- Identify manual activities, control gaps, duplicated processes, unclear ownership and opportunities for automation and standardisation.
- Support the definition of identity data requirements, including identity types, authoritative sources, attributes, lifecycle events, ownership, validation and reconciliation.
- Support stakeholder, application, service and dependency inventories and migration-readiness assessments.
- Translate business requirements into explicit and actionable information for solution architects, engineers, testers and cyber security specialists.
- Manage requirements changes and associated impacts, assumptions, dependencies and decisions.
- Support test planning, UAT,
business readiness, communications, training, deployment, hyper-care and transition to BAU.
- Produce high-quality, complete and auditable Business Analysis artefacts throughout the project lifecycle.
What we’re looking for
We are seeking an experienced Technical Business Analyst with ideally 5+ years' experience working within Australian Government or another large and complex enterprise ICT environment.
You will ideally demonstrate:
- Strong Technical Business Analysis experience across complex ICT initiatives.
- Advanced requirements elicitation, analysis, documentation, validation and management skills.
- Experience producing functional and non-functional requirements, process models, business rules, user stories, use cases, acceptance criteria and requirements traceability.
- Strong discovery and workshop facilitation capability.
- Experience analysing systems integrations, data flows, authoritative sources, dependencies, controls and operational impacts.
- Ability to translate complex business requirements into transparent technical requirements.
- Experience working closely with architects, engineers, testers, cyber security specialists and senior stakeholders.
- Experience supporting UAT, implementation, business readiness and transition into BAU.
- Robust stakeholder engagement, communication and documentation skills.
Experience in one or more of the following will be highly regarded:

Previous experience within Australian Government ICT environments and familiarity with Commonwealth security, privacy and governance requirements will be highly regarded.
Location and working arrangements
This prospect is based in Canberra, ACT and operates under a hybrid working arrangement.
Candidates must be located in Canberra/ACT or surrounding areas and be able to routinely attend the client site. Interstate candidates proposing occasional travel to Canberra will not meet the working requirements of this engagement.
Subject to commencement, performance and operational requirements, remote working may be available for up to two days per week.
Contract details
Location: Canberra, ACT
Working arrangement: Hybrid
Hours: Up to 40 hours per week
Initial contract: Expected through to 30 June 2027
Extensions: Potential extensions available
Expected commencement: November 2026
Security clearance:
Must be able to obtain an Australian Government Baseline security clearance
Application and evaluation criteria
Candidates progressing for Commonwealth submission will be required to provide a one-page pitch – maximum 5,000 characters including spaces.
The candidate and submission will be evaluated against the following unweighted criteria:
Criterion 1 – Understanding and appreciation of the requirements
The extent to which the candidate demonstrates an understanding and appreciation of the requirements, including the role description, key duties and responsibilities and required technical skills.
Criterion 2 – Capacity, capability and experience
The extent to which the candidate demonstrates the capacity, capability and experience to fulfil the requirements to a high standard and within the specified timeframes.
This includes consideration of the candidate's relevant Technical Business Analysis experience, ability to perform the required duties, security clearance/onboarding requirements and ability to comply with the Canberra-based hybrid working arrangements.
Criterion 3 – Risk
The risk associated with the candidate and/or supplier, including matters identified through interviews, referee reports, contractual compliance, conflicts of interest, due diligence checks and other relevant considerations.
Criterion 4 – Pricing and value for money
The pricing and whole-of-life costs associated with the candidate and supplier will form part of the overall evaluation.
Conflict of interest declaration
Candidates must disclose any actual, potential or perceived conflicts of interest that could arise while performing the role.
This may include, but is not limited to:
- ownership interests in, or ongoing employment with, ICT businesses delivering services to the Commonwealth;
- vested interests in ICT technologies; or
- relevant relationships with personnel associated with the engagement.
The conflict-of-interest declaration is separate from and does not count towards the one-page / 5,000-character pitch limit.
