Mildura Base Public Hospital (MBPH) is a significant regional public health service supporting communities across North West Victoria and the broader tri-state region, with Mildura situated near the borders of Victoria, New South Wales and South Australia.
Returning to public management in September 2020, MBPH has continued to strengthen its role as a key provider of healthcare across the region. With more than 1,200 employees and 172 beds, MBPH delivers a broad range of acute, subacute, mental health, community and specialist services, including emergency care, maternity, intensive care, rehabilitation, palliative care, renal dialysis and chemotherapy.

The opportunity
The Board of Mildura Base Public Hospital is seeking an experienced and contemporary executive leader to serve as its next Chief Executive Officer.
Reporting to the Board through the Board Chair, the CEO is accountable for the overall leadership,
management and performance of MBPH and for translating the Board's strategic direction into measurable organisational outcomes.
The CEO will lead the Executive Leadership Team and provide clear organisational leadership across quality and safety, operational performance, financial sustainability, workforce and culture, governance, risk and strategic transformation.
Central to the role will be delivering against MBPH's Strategic Plan, Statement of Priorities and Statement of Expectations, while strengthening the organisation's performance and long-term sustainability.
Key priorities will include:
- maintaining a strong focus on quality, patient safety, clinical governance and consumer experience
- achieving sustainable operational and financial performance
- strengthening access, patient flow, productivity and service delivery
- building a high-performing, accountable and engaged Executive Leadership Team and workforce
- leading service redesign, digital enablement, innovation and organisational transformation
- maintaining robust governance, risk, assurance and compliance frameworks
- building trusted relationships with the Department of Health, Hospitals Victoria, regional partners, clinicians, consumers and the community
- positioning MBPH to respond effectively to the changing needs of rural and regional communities.
About you
We are seeking a highly credible senior executive with demonstrated experience leading within a complex healthcare or comparable public sector environment.
You will bring strong Board and governance capability together with a proven record of delivering measurable organisational, operational and financial outcomes.
You will demonstrate:
- senior executive leadership experience at CEO or equivalent level
- strong leadership of quality, safety and clinical and corporate governance
- proven operational and financial management capability
- experience leading organisational transformation and performance improvement
- contemporary people and culture leadership, including the ability to engage clinicians and a diverse workforce
- highly developed stakeholder and health-system leadership
- sound judgement, integrity, resilience and accountability
- strong knowledge of the Victorian public health setting, or the capacity to rapidly acquire it.
A relevant tertiary qualification in health, business, management or a related discipline is required, with postgraduate qualifications highly regarded.
Employment arrangements
The position will be employed in accordance with the Victorian Health Executive Employment and Remuneration (HEER) Policy and an approved Executive Contract.
This is an important opportunity to lead MBPH at a time of significant organisational and health-system change and to make a tangible contribution to the health outcomes of communities across North West Victoria.
