Job Overview
The Site Construction Manager – Terminal Station, is a senior, site‑based leadership role responsible for the end‑to‑end construction delivery of the Joel Joel Terminal Station, from initial site access through to completion of construction verification works for the WRL (Western Renewables Link) project.
The role provides overall leadership, coordination and control of site construction activities across civil, structural, electrical and building works, ensuring delivery in accordance with approved designs, safety, environmental, quality, schedule and cost requirements. The position acts as the primary site authority during the construction phase, coordinating subcontractors, construction supervision, engineering and support functions.
Tasks and Responsibilities
Overall Site Leadership
- Act as the senior site‑based leader for Terminal Station construction works, establishing clear site governance, authority and communication pathways.
- Lead and coordinate all on‑site construction activities from initial access through to construction completion and verification.
- Set and reinforce expectations for safety, environmental compliance, quality, productivity and workforce behaviour.
Construction Delivery
- Plan, coordinate and manage construction sequencing and interfaces across civil, structural, electrical and building scopes.
- Ensure construction works are executed in accordance with approved drawings, specifications, method statements, SWMS and inspection requirements.
- Coordinate site access, laydown, logistics and workface planning to support efficient delivery.
- Monitor progress against program, identify constraints and risks, and implement mitigation strategies to protect critical milestones.
Safety, Environment & Quality
- Ensure site compliance with WHS legislation, project safety management plans and safe systems of work.
- Drive a strong safety culture through visible leadership, engagement and intervention.
- Ensure environmental controls and permit conditions are implemented and maintained.
- Oversee quality management on site, including inspections, hold points, NCRs, corrective actions and construction verification.
Commercial & Contractual Management
- Support cost control, productivity monitoring and forecasting at site level.
- Manage subcontractor performance, including coordination, progress verification and input to claims and variations.
- Identify construction risks and opportunities and escalate as required through project governance.
Stakeholder & Interface Management
- Act as the primary site interface with engineering, commercial, HSE, logistics and project controls teams.
- Coordinate with asset owner representatives, authorities and third‑party stakeholders as required for site activities.
- Ensure effective handover between construction stages and work packages.
Essential Skills / Qualifications
- Bachelor’s degree in Engineering, Construction Management or equivalent.
- 15+ years’ experience delivering major infrastructure, energy or industrial projects, with demonstrated experience in terminal stations, substations or complex multi‑disciplinary construction environments.
- Proven experience in a senior site leadership role, managing large construction teams and multiple subcontractors.
- Strong understanding of civil, structural and electrical construction interfaces.
- Demonstrated capability leading site safety, environmental compliance and quality systems.
- Strong commercial and contractual acumen, with experience managing construction risk and performance.
- Excellent leadership, communication and decision‑making skills in high‑pressure site environments.
- Ability to manage complex sequencing, interfaces and stakeholder expectations.
- Willingness to work site‑based for the duration of construction delivery.
