The Islamic Council of Victoria (ICV) is the peak body for Victorian Muslims, representing more than 85 member organisations across Melbourne and regional Victoria.
The ICV’s vision is to build a better community for all Australians through the empowerment of Muslims.
The Position:
The ICV’s City Mosque is open 7 days a week for daily prayers, Jumu’ah, classes, spiritual support and community events. The Caretaker ensures the Mosque remains welcoming, safe, secure and well‑maintained for all worshippers and visitors.
The role combines operational and event support, community engagement, facilities care, and security.
This is an on-site role, worked Monday to Friday. Occasional work outside these days is required – including evenings during Ramadan to manage nightly iftars and related operations, and weekend or public-holiday support for major events as needed. The Caretaker may also be required to assist with other ICV matters as they arise, including the mosque, off‑site storage facilities or events.
The Caretaker reports to the Chief Executive Officer, works within ICV’s established procedures and guidelines, and refers non‑routine matters to ICV Management. Day to day, the Caretaker works closely with the Head Imam and ICV staff and volunteers on the Mosque’s activities and operations.
Responsibilities:
Operational and Event Support
Support the smooth running of daily prayers, Jumu’ah services, and mosque events.
Assist with Jumu’ah logistics (multiple sessions) – space preparation, liaison with Khateebs and volunteers, and clean‑up.
Work closely with the Head Imam to support the Mosque’s religious activities and calendar – daily prayers, Jumu’ah, classes, and Ramadan and Eid programs – taking guidance on religious matters and providing operational support.
Maintain good working relationships with Khateebs; Khateeb arrangements sit with the Head Imam – stay across them and help arrange an urgent replacement for Jumu’ah when needed.
Coordinate day‑to‑day with ICV staff on mosque operations, including bookings, program and event logistics, communications, and maintenance priorities.
Lead daily prayers when at the mosque and in the absence of an available Imam.
Coordinate mosque volunteers and provide practical leadership during Jumu’ah, Ramadan, Eid and other events, supporting crowd flow and safety at high‑traffic gatherings.
Prepare and pack down halls and rooms for functions, mosque programs and activities.
Set up and operate the Mosque’s basic building systems – PA and sound for prayers and khutbahs, lighting, heating and cooling – and report faults promptly.
Support ICV operational events, including the Annual Dinner and Victorian Mosque Open Day.
Community Engagement
Act as a warm, welcoming first point of contact for worshippers, visitors and patrons for questions, requests, feedback or issues – answering or directing people where possible, and escalating to the Head Imam, ICV staff or other stakeholders as needed.
Engage with people experiencing homelessness or hardship who present at the Mosque – referring to relevant support services, and maintaining the safety and amenity of the premises in line with ICV guidance working with the Executive Assistant and ICV management.
Actively identify and proactively address measures to enhance the safety, comfort and functionality of the Mosque, seeking Management approval as required.
Cleaning and Facilities Care
Serve as the Mosque’s primary cleaner: hands‑on daily cleaning is a core part of this role, with the Mosque clean and prayer‑ready ahead of the five daily prayers and especially before and after Jumu’ah.
Maintain cleanliness of all mosque spaces – prayer areas, ablution/wudu facilities, toilets, kitchen, offices, walkways and common areas – to the highest standard,
in line with Islamic requirements and OH&S; standards.
Follow a Management‑approved cleaning schedule of daily, weekly and periodic tasks, and arrange recurring deeper cleans of carpets and high‑traffic areas.
Keep ablution areas and toilets stocked, monitor stock levels, and place and manage orders for cleaning supplies and equipment, keeping the ICV Office informed.
Keep external paths, laneways and entrances transparent of litter and debris, and manage waste disposal, including emptying and cleaning bins and putting them out for collection.
Arrange furniture and books and keep designated areas tidy.
Keep noticeboards and display materials up to date and presentable – removing outdated items, replacing torn or soiled ones, and putting up approved materials.
Clean ICV office spaces and other ICV premises as directed.
Identify and report hazards, defects and maintenance needs, and take an active role in resolving them – basic repairs and following through with tradespeople until fixed.
Direct tradespeople and contractors to the sites of repair and maintenance work and monitor OH&S; compliance.
Undertake any other cleaning and presentation tasks required to keep the Mosque consistently clean, hygienic and welcoming.
Manage ICV's storage needs, decluttering the Mosque and its garage where possible and ensuring items are stored appropriately, and attend ICV's storage facility as required to store items, keep it clean, organised and accessible.
Security and Access
Oversee the daily opening, closing and securing of the building in line with the prayer timetable (open before the first prayer, secured after the last) – personally or through approved delegates – ensuring windows, doors and gates are secured
Register as a keyholder of the ICV premises and act as the first point of contact in an emergency callout situation.
Assist with the secure collection and handling of donation boxes in line with ICV’s cash‑handling procedures.
Maintain and uphold ICV’s security standards and protocols, providing direct support in security matters and ensuring clear passage is maintained on fire escape routes.
Monitor the Mosque’s CCTV and related security systems, ensuring cameras and recording equipment remain operational and assisting with footage review as directed and in accordance with ICV policy and procedures.
Respond to after‑hours callouts throughout the year, including on weekends and holidays – for security issues, emergency repairs, or site access.
Respond to emergencies calmly and swiftly to protect the safety of congregants and the premises.
Grants and Funding Support
Support applications for grants relating to the Mosque by gathering quotes, photographs and operational information, and facilitating site visits and assessments.
Assist with the management, drafting, reporting and acquittal of mosque‑related grants and funding agreements, including records of works, expenditure and activities, and input for funder reports.
Assist with any other grant‑related activities concerning the Mosque, as directed by Management.
Support fundraising activities at the Mosque, including setting up donation points and equipment, liaising with donors, and arranging for fundraising announcements to be made.
Compliance, Reporting and Professional Development
Comply with all ICV policies and procedures, including health and safety, child safety, privacy and confidentiality, procurement, and community engagement requirements.
Report incidents, hazards and near‑misses promptly and escape issues to Management.
Participate in training and professional development as required.
Maintain confidentiality of ICV, staff and community information at all times.
General
Work during holiday periods as rostered to ensure continued mosque operations.
Undertake any other duties as reasonably requested by,
and deemed appropriate by, ICV Management.
Renovations and Improvements
The Caretaker will assist with renovation and improvement works as directed by ICV management, and may be assigned direct responsibility for specific tasks or projects from time to time.
Liaise with contractors attending the site, including obtaining quotes, coordinating access and scheduling, and providing practical site knowledge (services, access points, known issues, building plans).
Support ICV with any other matters relating to renovations and improvements - identifying and reporting issues, monitoring progress, assisting inspections, and keeping records of works.
Ramadan and Eid:
Ramadan and Eid are the Mosque’s operational peak. During these periods, the Caretaker will:
Coordinate the Mosque's daily iftar supply throughout Ramadan, including liaising with caterers and vendors, scheduling deliveries, receiving and storing food, and managing consumable stock levels and orders.
Manage nightly iftar operations, including setting up dining and serving areas, coordinating volunteers, managing crowd flow, and overseeing clean‑up and waste removal each night. Retain overall responsibility for iftar delivery on every night of Ramadan, arranging volunteer or staff coverage for nights not personally on site and confirming each night has run smoothly.
Carry out and coordinate the additional cleaning and preparation required before, during and after Ramadan and Eid, including for Taraweeh and Eid prayers, engaging external cleaning providers (e.g. deep or steam cleans) where required.
Assist with the preparation, delivery and pack‑up of ICV’s Eid al‑Fitr and Eid al‑Adha prayers and celebrations, typically at Flagstaff Gardens.
Continue to carry out the role’s regular duties throughout Ramadan and Eid alongside iftar and event operations.
Work varied hours during Ramadan, Eid and other peak periods as required.

Key Selection Criteria
Essential Experience, Knowledge, and Attributes
Strong understanding of mosque religious practices, including cleanliness, hygiene and presentation standards for prayer and ablution areas.
Hands‑on experience in cleaning, caretaking or facilities maintenance, and willingness to personally carry out frequent, high‑standard cleaning.
Ability to lead daily congregational prayers in the absence of an Imam.
Experience supporting community or religious events, ideally coordinating or guiding volunteers.
Strong interpersonal, communication and conflict‑resolution skills to engage respectfully with worshippers, staff, volunteers and religious leaders, working collaboratively as part of a small team.
Ability to work independently, prioritise tasks, and respond to urgent or unexpected needs.
Physical capability to perform cleaning and facilities tasks (lifting, bending, moving equipment).
Reliability, punctuality and professional presentation, with sensitivity in working with Imams, Khateebs and patrons.
A hard‑working, honest, dependable and self‑motivated approach, upholding the Islamic ethos and the values of the ICV.
Strong Preferences:
Familiarity with OH&S; requirements, infection control, and safe use of cleaning products, and leadership qualities to guide volunteers.
Other Requirements
Current right to work in Australia.
Current Working with Children Check (or willingness to obtain).
National Police Check (or willingness to obtain).
Availability to work on site Monday to Friday, with occasional work outside these days and hours – including evenings, weekends, Ramadan and Eid – and on‑call availability for urgent callouts.
Contract Period:
This is a temporary contract covering a period of employee absence, for up to 12 months. The role may end earlier or be extended.
Hours:
This position is Full Time (1.0 FTE), on site, ordinarily Monday to Friday, with occasional out‑of‑hours work as described above and year‑round on‑call for urgent matters.
