The Anindilyakwa Land Council (ALC) represents the Traditional Owners of the Groote Archipelago. The ALC is a 'future-forward' Land Council, directed by the 14 clans of the Groote Archipelago region, enabling the Anindilyakwa people to take full advantage of the opportunities and technology available in the 21st century, while simultaneously preserving land, language and culture.
The ALC functions to ascertain and express the wishes and opinions of the Anindilyakwa people as to the management of the land and sea in the Groote archipelago region, protecting the interests of the Traditional Owners, assisting in the protection of sacred sites, assist the Anindilyakwa people in traditional land claims, negotiation with persons desiring to obtain an estate or interest in the land, assist Traditional Owners in carrying out commercial activity, and supervise and provide administrative and other assistance for Land Trusts holding Indigenous land in the Groote archipelago region.

About the role:
The Plant Biosecurity Coordinator reports to the Land & Sea Manager and is responsible for coordinating and delivering weed management activities required under GEMCO's Biodiversity Offsets Management Plan (BOMP). The role supports the successful implementation of the offsets program by planning, facilitating and reporting on strategic weed management actions across the Groote Archipelago, outside of GEMCO's existing mining tenements, to protect the region's environmental, cultural, social and economic values. Working closely with ALC Rangers, the position provides operational coordination, mentoring and training to build internal capability while supporting routine weed management activities. The role maintains a strong working relationship with GEMCO's Environmental Department, including a functional reporting line in relation to BOMP actions and progress, and liaises with key stakeholders such as GEMCO's rehabilitation teams, specialist contractors and local council. Through collaboration, monitoring and reporting, the Plant Biosecurity Coordinator ensures that BOMP targets, timeframes and outcomes are achieved in line with legislative approval requirements.
Key Responsibilities:
- Leadership & People Management: Provide effective leadership to the team by overseeing performance, training, workflow, recruitment, and succession planning, to foster a respectful, culturally aware, and high‑performing workplace.
- Strategic Weed Management Planning: Develop and review, a rolling two‑year weed management plan for high‑priority weeds, to effectively control and reduce the impact of priority weed species in line with the Business Operating Management Plan (BOMP). This is achieved by developing, annually updating and implementing a two‑year plan addressing the management of the 11 high‑priority weed species identified in the BOMP.
- Weed Control Delivery and Monitoring: Coordinate and support, on‑ground weed management and monitoring activities, to achieve BOMP weed control outcomes and strengthen operational delivery. This is achieved by coordinating weed contractors and ALC Rangers, arranging two‑yearly island‑wide surveys,
and supporting routine weed management activities.
- Biosecurity Prevention and Quarantine: Implement and facilitate biosecurity inspections and quarantine systems for priority weeds, to prevent the introduction and spread of high‑risk weed species onto Groote Eylandt. This is achieved by coordinating inspections of inbound vehicles, machinery and materials, inspecting laydown and holding areas, and auditing quarantine systems and transport vectors.
- Weed Incursion Response and Risk Management: Plan and coordinate, response actions for new weed incursions or unmapped populations, to enable early detection and rapid response to reduce ecological impact. This is achieved by developing weed risk profiles, preparing and implementing response plans, and coordinating actions with ALC Rangers and relevant stakeholders.
- Community Awareness and Capacity Building: Develop and deliver weed awareness, training and capacity‑building initiatives, to improve community understanding and strengthen Ranger capability in weed management. This is achieved by working with Biosecurity Operations staff and Ranger management to coordinate community programs, Ranger training and undertake evaluation of community awareness.
- Reporting, Stakeholder Engagement and Team Contribution: Monitor, report and contribute to program performance, compliance reporting and team participation, to ensure transparency, compliance and effective delivery of the BOMP. This is achieved by notifying stakeholders of new incursions, reporting progress against workplans, contributing to regulatory reports, maintaining program documentation, and actively participating in Land & Sea Ranger team activities.
Selection Criteria:
Key Knowledge, Skills and Experience
- Demonstrated experience or sound knowledge of weed management, plant biosecurity principles, quarantine practices, and biosecurity risk prevention, including monitoring, compliance, and response to new weed incursions in land and sea environments.
- Proven ability to plan, implement, and review strategic weed management or environmental programs, including developing multi‑year work plans, coordinating on‑ground activities, and ensuring outcomes align with approved management plans, legislative requirements, and funding or offset obligations.
- Demonstrated experience coordinating field-based weed control, surveillance and monitoring activities, including managing contractors and Ranger teams, scheduling works, overseeing service delivery, and ensuring activities are completed safely, efficiently and to required standards.
- Demonstrated capability to implement and oversee biosecurity inspections, quarantine systems, and transport controls to prevent the introduction and spread of priority weed species, together with experience planning and coordinating early detection and rapid response actions for new incursions.
- Proven ability to lead, mentor and support staff, including Rangers, through training, guidance and on‑the‑job development,
fostering a respectful, culturally aware, and high‑performing team environment while building long‑term internal capability.
- Well-developed communication and interpersonal skills, with the ability to build and maintain effective working relationships with Traditional Owners, Aboriginal organisations, industry representatives, contractors, local councils, and government agencies, and to represent the organisation professionally.
- Demonstrated understanding of Aboriginal social and cultural contexts in Northern Australia, with experience or a strong commitment to working respectfully with Anindilyakwa people, supporting community‑led outcomes, and embedding cultural awareness into program delivery.
- Strong written communication and organisational skills, with demonstrated ability to prepare accurate reports, maintain program records, contribute to compliance and regulatory reporting, and use digital systems (including Microsoft Office and GIS) to support transparent and accountable program delivery.
- Demonstrated capacity to work independently with minimal supervision in remote or challenging environments, manage competing priorities, and consistently apply Work Health and Safety, organisational policies, and risk management practices.
Key Essential Position Requirements [Qualifications, Certifications, Screening Checks, Health Checks, Licences
1. Qualifications
- Tertiary qualifications in environmental science, land management, biosecurity or a related field, or demonstrated equivalent experience in weed, biosecurity or natural resource management.
- Demonstrated ability to safely operate and navigate small commercial vessels (up to 12 metres), including conducting thorough pre‑departure checks, monitoring maritime conditions, and ensuring compliance with all relevant marine safety regulations.

- A National Police Check is required for this position prior to appointment.
- A Fitness for Work assessment is required for this position prior to appointment.
- Motor Vehicle Licence - a valid C class motor vehicle licence is required for this position.
What's on offer?
- Attractive Remuneration ranging from $100,000 plus per annum.
- Annual leave: 5 weeks per annum.
