HorizonOne Recruitment

Canberra

Our client is a federal health agency responsible for protecting the health of Australians through national disease surveillance, preparedness and response. This work sits at the frontline of one of the most significant long-term public health challenges facing Australia and the world.

The Opportunity

There is a labour hire contract opportunity to take on end-to-end project and contract management for two national antimicrobial resistance surveillance systems, working directly with the Program Manager.

You'll manage service provider and ICT contracts, coordinate the onboarding and reintegration of contributing laboratories, and oversee the data access and governance processes that keep both systems running cleanly. This is a senior support role with real ownership: you'll also support the development and publication of reports and dashboards, and maintain the operational resources and user access that stakeholders rely on day to day.

The role runs on a labour hire contract until 30 June 2028, with an option to extend by up to 12 months.

- Take genuine ownership of contract and funding administration for a nationally significant public health surveillance function.
- Work directly with the Program Manager, with real visibility into how two national surveillance systems are run.
- Coordinate directly with contributing laboratories across the country, rather than working behind the scenes only.
- Build breadth across project management, data governance, contracts and reporting, rather than a single narrow function.
- A long-running contract through to mid-2028, with an extension option, offering real continuity.

The Role This is a senior project support role spanning project and contract management, data governance and reporting for two national surveillance systems.

- Lead project and program coordination activities across AURA programming, in support of the Program Manager.
- Manage service provider and ICT contracts, including procurement and funding administration.
- Coordinate the onboarding and reintegration of contributing laboratories into the surveillance systems.
- Oversee data governance processes, including data access arrangements and data requests.
- Support the development and publication of reports, publications and communications.
- Coordinate data dashboards and analytics activities.
- Maintain operational resources and user access, and provide broader administrative support as required.

The Ideal Person You're comfortable taking ownership of contracts, data governance and reporting in a technical setting, and you bring the judgement to manage competing priorities without close supervision. A background in public health, microbiology or laboratory settings would help you get up to speed quickly, though it isn't essential.

You will bring the following skills and experience:

- Demonstrated experience in project or contract management within a government or technical environment, at an APS6 equivalent level or above.
- Experience managing service provider or ICT contracts, including procurement and funding administration.
- Experience with data governance processes, including managing data access and data requests.
- Strong stakeholder engagement skills, with experience coordinating across multiple parties or sites.
- Clear written communication skills, with experience supporting reports, publications or dashboards.
- Ability to hold or obtain a Baseline security clearance.

Desirable:
- Knowledge or experience in public health, microbiology or laboratory settings.
- Experience coordinating onboarding processes for external stakeholders such as laboratories or service providers.

Salary

- $75 - $80 per hour + superannuation.
- Labour hire contract from late November 2026 until 30 June 2028, with an option to extend by up to 12 months.
- Based in Canberra, with flexible and remote working arrangements considered by agreement.
