Primary objective

Provide leadership, guidance, and expert advice on the execution of strategic workforce planning and workforce development initiatives.

This includes enhancing workforce capability and capacity, as well as supporting planning, development and retention activities for the

Northern Territory Government.

Context statement The Workforce Development team within DCDD’s Corporate Services collaborates with Northern Territory Government agencies to design and deliver enterprise-level workforce planning and workforce development solutions. These include programs, tools, advisory services, and tailored strategies that help agencies build,



sustain, and grow a skilled, agile and future-ready workforce.

Key duties and responsibilities

- Lead, manage and coach a small team of Workforce Development specialists and effectively drive the operational delivery of high-

quality client focused services across both specialised and generalist workforce development disciplines.

- Ensure the delivery of excellent, customer-centric workforce development programs and services at both an enterprise and client agency level.
- Lead the design, implementation and continuous improvement of strategic workforce planning approaches, including the development and communication of workforce strategies, plans and related initiatives.
- Lead, develop, analyse and support client agencies through workforce development initiatives to build workforce capability and capacity.
- Engage with subject matter experts across the NT Public Sector (NTPS) and other stakeholders to co design solutions to support consistent and contemporary workforce planning, to ensure offerings are fit for purpose to address organisational challenges and capability gaps.
- Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken to ensure high quality, protected services and workplaces.




- Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria

Essential

- Experience leading high performing teams and effectively managing workforce planning, workforce development and/or related organisational initiatives in a complex service delivery environment.
- Proven experience in designing and implementing workforce planning and/or workforce development initiatives that build organisational capability and address current and future workforce needs.
- Proven conceptual and analytical skills with the ability to think strategically and laterally at senior levels.
- Excellent organisational and project management skills to achieve client goals on time and within priorities.
- Highly developed communication, engagement and influencing skills, with the proven ability to build productive relationships, facilitate workshops and presentations, and provide strategic advice to senior leaders on workforce planning and related matters.
- Demonstrated work ethic and attitude, which emulates DCDD values of being professional, accountable, honest, respectful and innovative.

Desirable

- Tertiary qualification in adult education, workforce planning, organisational development, human resources or business management.
- Workforce development experience in a complex service delivery environment.
