Job Description
EL1 Quality Assurance Engineer, Data Standards Body n
Role at Commonwealth Treasury within the Data Standards Body (DSB) to deliver high quality regulatory standards across government.
n
Location: Melbourne, Victoria, Australia
Key Duties n
n
Design, maintain and execute automated and manual test suites to validate standards changes, reference implementations and other artefacts.
n
Develop test strategies, regression frameworks and data‐driven test harnesses using modern automation tooling to align testing activities with DSB's strategic objectives.
n
Assess and ensure quality of standards‐related artefacts and documentation beyond platforms, tools or code.
n
Collaborate closely with product owners, architects, engineers, analysts and implementation‐support teams to clarify requirements, define acceptance criteria, support change impact analysis and embed quality assurance best‐practices throughout standards delivery.
n
Contribute to continuous improvement of QA processes, documentation and overall governance of the standards development and delivery service.
n
Support planning, estimation and continuous improvement initiatives across the DSB.
n
Additional Responsibilities n
n
Define repeatable test cases,
validation/acceptance
criteria and non‐functional testing approaches.
n
Ensure traceability between standards requirements and test coverage.
n
Identify quality risks, inconsistencies, defects and gaps in standards.
n
Support continuous integration of automated tests.
n
Desirable Qualifications / Experience n
n
Industry experience establishing or maturing QA frameworks, governance or quality gates using Agile quality‐assurance methodologies (Shift‐left testing, Risk‐based testing, BDD etc).
n
Substantial experience in quality assurance and testing for software, APIs or digital services, including designing and executing test strategies.
n
Practical experience with automation testing (particularly at the API or integration level) and familiarity with modern testing tools and scripting.
n
Experience deriving test cases and coverage from requirements or specifications (e.g. standards, schemas, designs) and thinking through edge cases to ensure comprehensive coverage.
n
Experience producing and maintaining explicit test documentation (test plans, test cases, regression suites, defect reports) and ensuring traceability between requirements and tests.
n
Solid analytical and problem‐solving skills to validate requirements defined as flows, claims and behavioural rules as well as API Schemas, with particular attention to accuracy, reliability and consistency.
n
Strong written and verbal communication and collaboration skills to translate complex technical requirements and explain findings, risks and recommendations to technical and non‐technical stakeholders.
n
Ability to work effectively in a multidisciplinary, cross‐functional environment and manage competing priorities.
n
Comfortable working in a complex, regulatory environment.
n
Preferred Experience n
n
Experience working with CI/CD pipelines or test infrastructure (e.g. GitHub Actions, AWS/Azure Pipelines).
n
Experience designing or maintaining test harnesses for conformance or compliance testing within regulated ecosystems.
n
Experience testing standards‐based systems using protocols such as OpenID Connect, OAuth2 or similar.
n
Experience working with artefacts such as OpenAPI Specifications, JSON Schema, conformance suites or similar.
n
Experience or familiarity with Digital ID, CDR or similar identity and data‐sharing ecosystems or regulatory domains.
n
Interest in digital regulation, technical standards and implementation support for industry.
