Job Details
The Project Support Officer will support the Land Command, Control, Communications and Computing (LC4) Program Delivery Section by providing project coordination, governance, reporting and information management support across LC4 capability streams.
Working within an integrated delivery team in Army Headquarters, the officer will collaborate with Project Managers, Systems Engineers, Integration Specialists and Program Assurance staff.
The role supports disciplined program delivery and effective decision-making under the direction of SO1 LC4 Program Delivery.
Key Duties and Responsibilities
Provide day-to-day project support to LC4 delivery teams.
Assist with the coordination of delivery activities, milestones and information flows.
Support the planning, tracking and reporting of delivery activities.
Prepare and coordinate governance and assurance artefacts.
Track and report risks, issues, actions and decisions.
Prepare reports, briefs, presentations and governance papers.
Maintain project records, registers and documentation in accordance with Defence policy.
Support configuration management, document control and records management activities.
Coordinate information-management workflows using approved Defence systems.
Coordinate stakeholder inputs and returns in support of LC4 activities.
Organise meetings, workshops, boards and working groups, including agendas, minutes and action tracking.
Liaise with ADF, APS and contracted personnel to facilitate delivery activities.
Support audits, reviews and assurance activities.
Assist delivery and assurance teams with coordination and administrative functions within delegated authority.
Contribute to continuous improvement of LC4 governance and project-support processes.
Exercise initiative, judgement and discretion appropriate to the role.
Technical Skills
Essential
Demonstrated experience in project support, project coordination or program administration within a structured delivery environment.
Strong organisational and time-management skills, with the ability to manage multiple competing priorities.
Experience preparing and maintaining project documentation, registers and reporting artefacts.
Strong written and verbal communication skills.
Demonstrated ability to engage effectively with ADF, APS and Defence industry stakeholders.
Proficiency in Microsoft Office applications and Defence information management systems.
Ability to operate effectively in a fast-paced and evolving environment.
Desirable
Experience working within Defence or a comparable government capability-management environment.
Familiarity with the Capability Realisation Framework, Defence governance processes or capability lifecycle management.
Experience supporting multi-project or program-delivery environments.
Qualifications or training in project management, business administration or a related discipline.
Experience with Defence information-management and records systems.
Exposure to command, control, communications or information-system capability projects.
About the LC4 Program
The Land Command, Control, Communications and Computing Program is managed within Army Headquarters.
It plans,
develops and delivers land command-and-control capabilities supporting the Australian Army and the broader Joint Force.
The program supports modernisation of the Land Network through continuous, multi-tranche capability development.
Delivery teams work with Functional Commands, Lead Delivery Agencies, industry and other Defence stakeholders to deliver coherent, affordable and operationally relevant capabilities.
Selection Criteria
Responses to this RFQ will be evaluated against the following criteria:
Demonstrated understanding
The Service Provider's demonstrated understanding of the Services, Statement of Work, deliverables, Defence operating environment and any identified risks.
Capability and experience
The Service Provider's demonstrated capability and capacity to provide the Services, including:
relevant skills, qualifications and experience of the proposed Professional Contractor;
demonstrated experience performing similar work;
ability to commence and deliver the Services within the required timeframe; and
demonstrated knowledge of Defence and/or Commonwealth environments (where applicable).
Security and suitability
The extent to which the proposed Qualified Contractor satisfies the security, integrity, probity and personnel requirements of the RFQ, including:
security clearance requirements;
personnel integrity declarations;
compliance with Defence security requirements; and
ability to obtain and maintain required access to Defence facilities, systems and information.
Value for money
The whole-of-life costs and total Fees to be incurred by the Entity, including assessment of the proposed Daily Rate, any discounts offered and overall value for money.
Risk
The extent to which the Service Provider's response presents risk to the Entity, including:
personnel availability and continuity risks;
security risks;
delivery risks;
conflict of interest risks;
reliance on subcontractors; and
proposed use of Artificial Intelligence (AI) Systems.
Referee checks
The results of referee checks and any previous performance information available to the Entity relating to similar engagements.
Responses are to be limited to a maximum of five (5) pages, excluding the Quotation document.
Individual candidate CVs must not exceed two (2) pages each.
The Service Provider may nominate up to three candidates only in response to this RFQTS.
