About the Division
The School Provision and Establishment Division leads strategic oversight of programs and services that have a strong interface between the Schools and Regional Services Group and the Victorian School Building Authority.
The division's key functions include planning to meet Victoria's growing student population, end-to-end support for establishing new schools, meeting the compliance requirements for school registration, and ensuring equitable enrolment policies.
About the Role
The Manager, School Registration and Assurance leads a high-performing team responsible for setting the strategic direction of school registration, strengthening school compliance with enrolment policy, and providing expert regulatory advice to support school operations, establishment and structural change.
In this role you will influence the quality, safety, and equity of Victoria's educational environment.
By supporting school leaders, you will ensure schools operate on strong compliance foundations—allowing educators to focus on delivering high-quality learning outcomes for students.
The team delivers these functions by managing strategic policy, assurance and regulatory projects, working collaboratively with schools, and overseeing regulatory engagement with key external authorities - including the Victorian Registration and Qualifications Authority (VRQA) and the Victorian Curriculum and Assessment Authority (VCAA).
The Manager, School Registration and Assurance, is responsible for:
* leading the development and continuous improvement of school registration policy to drive a consistent, transparent and risk-based approach to school registration.
* delivering the annual program of new school registrations and changes to existing school registrations (e.g. school merger, relocation or establishment of an additional campus) with the VRQA, and authorisations to deliver senior secondary qualifications with the VCAA.




* leading strategic enrolment policy projects to strengthen compliance with legislative and school registration requirements.
* providing expert regulatory and policy advice to inform the design, planning and implementation of school establishment and change projects.
* building and maintaining strong relationships with key stakeholders - the VRQA, the Victorian School Building Authority, VCAA, and central Department program areas.
* delivering high-level advice, strategic briefings, governance papers, policy documentation and executive reporting to support executive decision-making.
Core responsibilities of the role include:
* Leading and developing a high-performing team, setting clear priorities, building capability and fostering a culture of continuous improvement, collaboration and high-quality customer service.
* Leading complex school registration and enrolment policy projects, including policy development, engagement, implementation and reform to address emerging issues and strengthen legislative and regulatory compliance.
* Leading the review and analysis of existing registration settings to identify and realise improvement opportunities to better support schools
* Providing regulatory advice and guidance to regions for the design and planning of recent schools and changes to existing school registration, including preparation of briefings, presentations, papers and reporting
* Managing project timelines and risks and providing regular advice and reporting to executive sponsors.
* Contributing to the branch leadership team, including branch culture, strategy and capability-building activities.
Key Responsibilities:
* Drive strategic registration, policy reform, and continuous compliance improvement across DE.
* Lead the delivery of annual school registration programs, supporting new schools and schools' changes and qualification expansions.
* Provide high-level executive support, briefings, and governance reporting.
* Engage with key external stakeholders including the VRQA, VCAA, and VSBA.
* Lead, mentor,



and foster a responsive, high-performing team.
What You Bring:
* Deep expertise in regulatory compliance, policy implementation, project management and public sector governance.
* Proven ability to advise executives and build collaborative stakeholder relationships.
* Strong team leadership, coaching, and strategic planning capabilities.
The position will report to the Director, Establishment, Enrolment and Partnerships Branch.
The role requires discretion to maintain confidentiality and positive working relationships across an array of stakeholders.
The successful candidate will have excellent interpersonal skills, experience in regulation and assurance, policy reform, policy operations and implementation, and the capacity to manage relationships with a wide range of internal and external stakeholders.
They will also be highly motivated, organised and possess a high-level of attention to detail.
