We are seeking a commercially minded Product Manager to lead the development, enhancement and management of products that deliver exceptional customer experiences and strong business outcomes.
Working across the full product lifecycle, you will identify market opportunities, develop product strategies and roadmaps, and ensure products continue to meet evolving customer and industry needs.
Partnering with a broad range of stakeholders across technology, marketing, operations, legal, compliance and government, you will drive product initiatives from concept through to launch and ongoing optimisation.
This role offers the opportunity to influence product strategy, shape customer value propositions and contribute to the growth and success of a diverse product portfolio.
Key responsibilities
Lead the development and enhancement of products and services through market research, customer insights, roadmap planning, requirements gathering and product launches.
Analyse customer needs, market trends and market opportunities to identify and deliver products that create customer and commercial value.
Develop business cases and product value propositions supported by stakeholder engagement, industry insights and data analysis.
Partner with business, technology and UX teams to define customer personas, product requirements and user experiences that support successful product delivery.
Collaborate with the Project Management Office and cross-functional teams to deliver product initiatives within agreed timelines, budgets and scope.
Coordinate with internal and external stakeholders, including government bodies, to secure approvals and support the delivery of current products and enhancements.
Develop and execute go-to-market strategies and product launch plans in partnership with sales, marketing, communications and operational teams.
Support the successful development, testing, release and adoption of products through close collaboration with technical and business stakeholders.
Monitor product performance and identify opportunities to optimise revenue, growth and customer outcomes through market and portfolio analysis.




Manage product financial performance through forecasting, budgeting, reporting and the development of strategies to achieve revenue and profitability targets.
About you
Have proven experience managing the full digital product lifecycle, including product vision, roadmap development, delivery and go-to-market execution.
Can identify customer needs and market opportunities, translating insights into products and services that deliver measurable value.
Influence and build alignment across diverse stakeholder groups, successfully gaining support for product initiatives and priorities.
Bring strong commercial acumen, with experience managing product performance and achieving revenue, growth or profitability targets.
Have experience partnering with technology teams, UX/UI designers and delivery teams to develop and launch digital products.
Communicate complex concepts clearly and confidently, tailoring messages for technical and non‐technical audiences.
Use a data‐driven approach to analyse information, solve complex problems and make informed product decisions.
Balance strategic thinking with hands‐on execution, ensuring product initiatives are delivered effectively and efficiently.
Build strong relationships across business, government and industry stakeholders to support successful product outcomes.

The joint venture is a 40‐year partnership where the Government retains ownership of VicRoads, and continues to control regulation, policy, data, and privacy provisions for VicRoads Registration and Licensing.
The Government sets pricing and collects the revenue for essential registration and licensing fees, whilst also maintaining its roads and safety responsibilities.
