Primary objective To provide strategic advice, leadership and project management expertise to support the development, implementation and evaluation of strategic priorities across the Fines Recovery Unit (FRU). This includes driving best-practice project management methodologies, delivering high-quality analysis and evidence-based recommendations, strengthening governance and reporting frameworks, and contributing to system improvements and innovative solutions that respond to emerging issues and support the FRU’s operational and strategic objectives.

Key duties and responsibilities

1. Provide strategic leadership and expert project management advice to support the design, delivery and evaluation of FRU strategic

projects,



ensuring alignment with organisational priorities and best‑practice methodologies.
1. Lead and manage complex projects, including researching issues, analysing data, identifying risks, and developing evidence‑based

solutions and recommendations.
1. Build and sustain productive relationships with internal teams, NTG agencies, interstate jurisdictions and external stakeholders to

support project delivery and operational outcomes
1. Provide authoritative, high‑level advice to senior management through strategic papers, reports, briefings, and guidance on

methodologies, policies and project directions.
1. Supervise and guide project team members, fostering continuous improvement, supporting capability development, and promoting a

collaborative, high-performing project delivery environment.

Selection criteria

Essential

1. Demonstrated high‑level project management capability, including leading complex projects, applying best‑practice methodologies,

and delivering effective project outcomes.
1. Strong analytical and problem-solving skills, with the ability to research, assess and interpret complex or incomplete information,

identify risks and emerging issues, and provide evidence-based recommendations.
1. Highly developed communication and stakeholder engagement skills, including influencing senior decision‑makers, preparing

high‑quality written documents,



and maintaining effective relationships with diverse internal and external partners.
1. Proven ability to work independently under broad direction, exercising sound judgement, initiative and professional discretion to

manage competing priorities and deliver results in a high‑pressure environment.
1. Well-developed knowledge of project design, evaluation, governance and change management, including applying appropriate

frameworks, tools and continuous improvement principles.
1. Demonstrated capacity to interpret and apply legislation, policy and strategic Government directions, and to understand their

operational impacts on subjects such as fines recovery, enforcement processes and FRU service delivery.
1. Proven ability to foster a collaborative, high performing environment, including supervising and developing staff, supporting continuous

improvement, and contributing creative ideas that enhance business capability and outcomes.
1. Demonstrated work ethic and attitude which emulates the Department’s values of commitment to service, innovation, ethical practice,

accountability, impartiality, diversity and respect.

1. Tertiary qualification in a relevant discipline.
