About the Opportunity
Consumer and Business Services (CBS) is seeking a highly capable and motivated Senior Hearings Delegate to exercise delegated authority on behalf of the Commissioner and determine complex and sensitive licensing and regulatory matters.
This is an chance to bring your judgement, analytical skills and regulatory expertise to a role where you will work with a diverse range of matters, stakeholders and legal issues. You will play an important role in ensuring decisions are fair, transparent, timely and well-reasoned, while contributing to the ongoing improvement of CBS hearing and decision-making practices.
In this role, you will:
- Conduct hearings, conferences and other statutory processes involving complex and sensitive matters
- Assess evidence and submissions, identify key issues and ensure parties are given a fair opportunity to participate
- Interpret and apply legislation, administrative law principles, policy and relevant precedent
- Make findings and determinations within delegation and prepare clear, reasoned and defensible written decisions
- Manage a substantial caseload, balancing statutory deadlines, complexity, risk and readiness
- Provide specialist advice on hearing processes, procedural fairness, evidence and decision-writing
- Research legislation, precedent and other relevant material to resolve complex issues and support sound decision-making
- Identify emerging and systemic issues and contribute to policy, procedural and legislative improvement
- Support quality assurance, peer review, guidance and capability development across the hearings function
- Build effective relationships with applicants, licensees, objectors, interveners, legal representatives and internal and external stakeholders
- Manage challenging interactions and conflict calmly and respectfully while maintaining impartiality and authority
About You You are an experienced and confident decision-maker who can bring sound judgement to complex and sometimes contested matters.
You will have experience making statutory,
regulatory or administrative decisions and a strong understanding of administrative law principles, including procedural fairness, evidence assessment, reasons for decision and review risk.
You’ll be comfortable working with legislation and precedent, weighing competing information and making decisions that are fair, evidence-based and capable of withstanding scrutiny.
Strong written communication skills are essential, including the ability to prepare clear and structured reasons for decision. You will also be confident communicating with legal representatives and managing challenging conversations while maintaining professionalism and impartiality.
Just as importantly, you’ll be someone who enjoys contributing beyond your own caseload. You’ll have the opportunity to share your expertise, support colleagues, contribute to quality assurance and help strengthen consistency and capability across the hearings function.
About the Business The Attorney-General’s Department (AGD) is a key portfolio within the South Australian Government, employing more than 1,900 staff. AGD delivers high-level legal services and advice to Ministers and government agencies, provides specialist policy support, oversees regulation and compliance functions, and delivers essential services directly to the community.
Consumer and Business Services (CBS) is a division of the Attorney-General’s Department and is responsible for protecting consumers, supporting and regulating businesses and recording significant life events for South Australians. CBS is customer focussed and flexible in its activities, providing accessible information and services.
This role contributes to the strategic goals of CBS through strategic and operational oversight of a portfolio of significant projects aimed at improving the security, efficiency,

Employment is dependent upon a National Police Certificate clearance that the AGD finds satisfactory. Successful applicants will be provided further information if an interview is requested.
