The Role The Directorate of Operations and Training Area Management’s (DOTAM) Bushfire Mitigation (BFM) team is seeking a professional, team-focused APS6 Senior Product Service Officer (Governance) to join our small, geographically-dispersed team.
The role sits within the Contract Management function and performs complex contract management and budget oversight for the BFM Product within SEG’s Property and Asset Services (PAS).
The role is accountable for knowledge of, and compliance with, legislative frameworks, government decision-making, and Defence’s mission and policy requirements. The role exercises initiative and judgement to interpret policy, applies practices and procedures, and contributes to strategic planning, program management and policy development.
The role supervises the APS5 BFM Administration Officer, setting work priorities, managing work flows, and exercising people and financial responsibilities. The incumbent is expected to build team capability through coaching, feedback and developing the quality of work undertaken.
The role has a high level of stakeholder engagement, co-chairing BFM workshops and liaising with Defence and Industry stakeholders in relation to complex or difficult issues.

Directorate of Operations and Training Area Management (DOTAM) plays a vital role in enabling Defence capability across Australia. DOTAM is a nationally dispersed organisation with responsibilities that directly support the preparedness, training, and operational effectiveness of the Australian Defence Force (ADF).
Our diverse portfolio includes the management of 40 Military Training Areas across Australia, facilitation of Singapore Armed Forces unilateral training activities, support to Defence domestic operations, and coordination of bushfire mitigation programs across the national Defence estate. Through these functions, DOTAM helps ensure Defence remains ready to respond to emerging challenges and operational requirements.
Working closely with the three ADF Services, Headquarters Joint Operations Command, industry partners, and stakeholders across the Security and Estate Group, DOTAM maintains training areas, ranges, and associated infrastructure to enable safe, effective, and environmentally sustainable training outcomes for the ADF and partner nations.

The BFM team works with Industry Partners to develop and deliver annual Bushfire Mitigation Work Schedules (BMWS) to approximately 200 sites nationally. Works include planned burns,
vegetation removal, grading, etc. We are a team that works closely, supports one another, with some role overlap. We engage closely with Base Management, Training Area Managers, as well as State/Territory Fire Authorities.
Our Ideal Candidate
Our ideal candidate will be a robust team player, focused on team collaboration and coordination.
You will have experience in contract management, including drafting documentation and conducting assurance.
You will have experience in budget oversight and management, including budget reporting and financial year forecasts.
You will take ownership of business processes and systems, identifying opportunities to improve efficiency, enhance outcomes, and support DOTAM objectives. A strong working knowledge of the below systems is preferred, but not mandatory:
- Defence’s Garrison Estate Management System (GEMS) (SAP)
- Defence’s GeoHub (ArcGIS)
- The Security and Estate Group (SEG) Business Management System
You will require highly developed stakeholder engagement and relationship management skills. You will build and maintain positive working relationships with both internal and external stakeholders. You will communicate effectively with a diverse range of customers and stakeholders, and exercise sound judgement when managing contract risks, resolving issues and escalating matters where appropriate.
Security Clearance
Applicants must be able to obtain and maintain a security clearance at “Baseline Vetting” level.
