Our People & Culture Advisor provides trusted, first contact HR advice and practical support to employees and people leaders across a range of employment, policy, performance and employee relations matters. You will help staff navigate HR queries by interpreting relevant policies, procedures, employment conditions and industrial instruments, by providing clear, accurate and timely guidance that supports fair and consistent outcomes.

Working collaboratively across the broader People & Culture, Safety, and Business Partner team, you will support employee relations case management, organisational change, enterprise bargaining, position evaluation, HR systems, documentation and workforce reporting. Through this, you will help ensure our people practices remain compliant, efficient, responsive and aligned with the City of Stonnington’s strategic goals.

This position provides valuable experiences across both operational and strategic HR functions, allowing you to learn from skilled practitioners and progressively expand your capability. You will contribute to a positive, inclusive and high performing workplace culture, develop solid relationships across the City of Stonnington, and support the employee experience and effectiveness of our People & Culture services.

Key Responsibilities:

• Provide day-to-day HR advice to employees and people leaders on a broad range of P&C; matters, including general HR queries, policies, procedures, and best practices.
• Interpret and apply enterprise agreements, employment agreements, conditions of employment, and relevant legislative requirements (e.g., Fair Work Act, National Employment Standards).
• Provide guidance on employee entitlements, leave management, flexible work arrangements, parental leave and other HR-related matters.
• Assist people leaders in managing basic employee performance, addressing basic conduct and behavioural issues, and guiding them through basic performance management processes.
• Offer practical advice and solutions to people leaders on how to handle basic employee grievances, disputes, and concerns effectively and in a timely manner.




• Collaborate with the P&C; Business Partners to ensure that first-level advice and guidance is in alignment with Council practices and the broader P&C; strategy, policies and practices.
• Collaborate with the People Capability team and P&C; Business Partners to provide guidance to people leaders on Council’s annual performance review process (SDPs), ensuring reviews are fair, consistent, and aligned with organisational goals.
• Assist P&C; Business Partners with the preparation and planning of change management, restructuring and complex ER/IR matters, providing workforce and employee data and detail and consideration to any legislative requirements.
• Support the review, development, maintenance, and improvement of P&C; Business Partnering templates, documents, and forms (e.g., performance review forms, disciplinary letters, change templates, policies) ensuring consistency, compliance, organisational standards, and alignment with best practices and legislative requirements.
• Assist with internal and external audits, ensuring that HR documentation, workflows and systems meet compliance requirements and providing support in the roll-out of new templates and HR strategies.

Join us in this full-time permanent role, offering a competitive salary range of $85,404 - $97,836 plus 12% superannuation and a monthly accrued day off.

What you’ll need to succeed:

• A degree or diploma in Human Resources is preferred, though lesser formal qualifications may be acceptable with equivalent work experience.
• Some relevant experience in a generalist HR role, ideally with some exposure to enterprise agreements, employee relations and performance management.
• Experience in providing first-level HR advice and guidance and supporting case management.
• Exposure to HR systems, processes, administration, reporting, and data analysis.
• Experience in document management, template creation, and process streamlining is advantageous.
• Robust communication and interpersonal skills, with the ability to build effective relationships and provide clear, concise and accurate advice.




• High attention to detail, with the ability to manage multiple priorities and work in a fast-paced environment.
• Ability to take initiative, work autonomously, meet targets and deadlines and achieve specific objectives.
• Good understanding of Modern Awards, employment legislation and any other relevant industrial instruments.
• Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and HRIS systems for reporting and analysis.
• Strong problem-solving abilities, with a practical, solution-oriented approach to HR issues.
• Experience with document management systems and process optimisation tools.
• Ability to complete a satisfactory police check and hold a current Working with Children Check (WWCC).
