Toowoomba Regional Council has commenced a multi-year transformation program to strengthen how they work, make decisions and deliver services across the organisation.

As Program Lead - Change Communication, you will play a pivotal role in helping people understand, embrace and contribute to that journey. Working closely with the CEO, Executive Leadership Team and senior leaders, you will shape how employees experience change, ensuring communication is clear, engaging and meaningful.

The Opportunity

Reporting to the Head of Transformation and Change, you will lead the development and delivery of communication and engagement strategies that support Council's Organisational Transformation Program. You will partner with leaders across the organisation to deliver communication that builds trust, creates understanding and encourages participation throughout a period of significant change.

You will be responsible for:

- Designing and delivering communication and engagement strategies that support organisational transformation.
- Developing compelling communication campaigns and content across multiple channels.
- Supporting the CEO and senior leaders with strategic messaging and stakeholder engagement.
- Translating complex initiatives into clear, engaging and accessible communications.
- Building leadership capability through communication coaching, toolkits and resources.
- Monitoring workforce sentiment and engagement outcomes to continuously improve communication effectiveness.
- Building strong relationships with stakeholders across Council and supporting a culture of collaboration and participation.

About You

You are a strategic communication professional who understands the power of communication to influence culture,



build trust and drive engagement.
You may have experience in internal communication, change communication, employee engagement, corporate affairs, strategic communications or stakeholder engagement. Regardless of your background, you have operated in complex organisations and understand how to connect people to a vision, a strategy and a shared purpose.

You bring:

- Experience leading communication and engagement initiatives within large or complex organisations.
- Exceptional written and verbal communication skills.
- Strong stakeholder engagement and influencing capability.
- Experience advising and partnering with senior leaders.
- The ability to balance strategic thinking with practical delivery.
- A collaborative, proactive and outcomes-focused approach.
- Relevant qualifications in communications or a related discipline, or equivalent experience.

Location and Flexibility

This role is based in Toowoomba.

Hybrid working arrangements are available. However, this is a highly relational role requiring meaningful engagement with leaders, teams and stakeholders across the organisation. Candidates should expect a regular on-site presence rather than a predominantly remote arrangement.

Relocation assistance may also be available for exceptional candidates, subject to Council approval.

Remuneration
