Position Summary

Homelessness NSW is proud to deliver an established Learning & Development (L&D;) offering that supports the capability and development of the sector’s workforce. Each year, our L&D; programs reach more than 3,000 participants, from frontline workers through to experienced leaders, and include leadership development and diplomas, workforce wellbeing, coaching, cultural competency and a broad range of practical training.

Our work is focused on strengthening the homelessness workforce so that services can continue to improve outcomes for people experiencing or at risk of homelessness. We work closely with Homes NSW to understand sector needs, plan priorities and deliver learning that is relevant, accessible and responsive to the changing needs of the sector.

The Senior Project Officer – Learning & Development delivers workforce capability initiatives for the NSW Specialist Homelessness Services (SHS) sector, managing projects across the full learning cycle from needs analysis and design through to implementation, evaluation and improvement. The role combines L&D; expertise, project management, stakeholder engagement and data-informed decision-making to develop practical, accessible and evidence-informed learning that responds to sector needs. Working with SHS organisations, government,



subject matter experts and learning providers, the role builds effective partnerships to deliver quality workforce development outcomes.

Key Responsibilities

- Lead assigned L&D; projects: Manage assigned learning and workforce development projects from planning and design through to implementation and evaluation, including timelines, deliverables, risks, resources and stakeholder coordination.

- Inform L&D; priorities: Use workforce data, research, consultation and stakeholder feedback to identify capability needs and emerging priorities and contribute insights and recommendations to inform L&D; planning.

- Design and develop learning: Coordinate the design and delivery of practical, evidence-informed learning across face-to-face, online, digital and blended formats, aligned with the SHS Workforce Capability Framework and adult learning principles.

- Design and facilitate workshops, focus groups, Communities of Practice, information sessions and other sector development activities, using effective in-person and virtual facilitation approaches.

- Manage learning systems and data: Manage the Learning Management Platform, including courses and resources management, learner access and reporting. Maintain Power BI dashboards and use learning data to monitor participation, demand, engagement and outcomes on a monthly basis.

- Evaluate and improve: Evaluate learning using data, learner feedback and other evidence, translating findings into improvements to programs, systems and learner experience.

- Manage providers and partnerships: Build effective relationships with training providers, facilitators and subject matter experts and oversee quality, deliverables and sector relevance.

- Engage and influence:



Build relationships with SHS organisations, government and sector stakeholders, facilitate consultation and co-design, and communicate insights and recommendations clearly.

Experience - Essential

- We are looking for an experienced L&D; professional who can independently manage projects and apply sound skilled judgement across the learning cycle.

- You will have:

- Demonstrated experience in learning and development, workforce development or capability development, with strong knowledge of adult learning principles.

- Experience independently managing projects from needs analysis and design through to implementation, evaluation and continuous improvement.

- Strong learning design capability across face-to-face, online, digital or blended learning.

- Experience using data, research and consultation to identify workforce capability needs and inform learning priorities.

- Strong evaluation and analytical skills, with the ability to translate data and feedback into practical insights and recommendations.

- Experience working with an LMS and learning data, including learner management and reporting, and experience with Power BI or similar data visualisation tools.

- Strong presentation, facilitation and communication skills, including the ability to engage diverse audiences in person and virtually.

- Strong stakeholder engagement and communication skills, including experience working with subject matter experts, providers and diverse stakeholders.

- Strong organisational skills, with the ability to work autonomously, manage competing priorities and deliver quality outcomes.

Experience - Desirable

- Experience in the community services, homelessness, housing or not-for-profit sector.

- Understanding of the NSW SHS sector.

- Experience working with workforce capability frameworks.

- Experience in co-design or lived experience engagement.

- Relevant qualification in L&D;, education, workforce development, organisational development or a related discipline.

Qualifications/Certificates

- Valid Driver’s Licence
