The Department of Justice and Community Safety is seeking a Contract Manager to provide a critical role in the Emergency Management Commercial and Budget Branch.
About the Business Unit
Emergency Management Victoria
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Emergency Management Technology and Data Division
The Emergency Management Technology and Data (EM T&D;) division is responsible for key Emergency sector common digital platforms for the emergency services sector. EM T&D; is a trusted partner to emergency sector organisations, supporting the innovation and delivery of modern and effective Digital Infrastructure services tailored to the emergency sector's needs. Its main service functions include EM Strategic Planning and Business Development, EM Enterprise Architecture and Design, EM Digital Platforms and Products, EM Commercial Management and Budget, EM Portfolio, Program Delivery, Data Insights.
EM Commercial and Budget Branch
EM Commercial and Budget branch is responsible for National, State and EM Digital Infrastructure contracts and associated budgets. The branch includes commercial, procurement and financial specialists who manage the EM trust, SCC technical contracts,
State Government initiatives funding and other costs associated with delivering the EM Sector's Digital infrastructure services. This branch leads High Risk High Value complex and large investments Nationally and on behalf of the State EM sector, working closely with sector Chief Finance Officers (CFOs) on commercial improvements and vendor performance.
About the Role
Some of your duties will include:
- Manage the suppliers and contracts in line with Public Private Partnerships, or Victorian Government, Purchasing Board Framework Contract Management framework.
- Monitor supplier performance and take corrective action where necessary.
- Report on vendor performance for all ICN technology, data and state contracts.
- Develop and maintain robust, collaborative relationships with the Stakeholders that use the services of the contracts that are being managed.
- Develop and maintain strong, collaborative relationships with the vendors and responsible for providing telecommunications services to the Emergency Services sector.

About you
To be successful in this role, you will have:
- Certification / Degree / Equivalent experience in a relevant discipline.
- A strong sense of business acumen with at least 10+ years' experience in a vendor management role within technology services. Similar experience in an emergency services specific context or managing one of the vendors listed is highly sought after but not required.
- Knowledge and experience in the management of performance-based ICT service contracts within a large organisation.
- Experience working with commercial management, technology engineering and support teams.
- Strong analytical skills with an ability to collect, analyse and interpret data to assess and evaluate service performance.
- Ability to work collaboratively with various government and emergency service stakeholders, with excellent communication, decision making, problem solving and relation building skills.
Qualifications/requirements
- A relevant business qualification would be highly regarded (e.g. commerce, accounting, or economics) or an equivalent combination of education and strong business services experience are highly desirable for this position.
