About the branch The People Branch is responsible for providing a broad range of human resources advice and services to the clients of the PWSS - Parliamentarians and Members of Parliament (Staff) Act 1984 (MoPS Act) employees. This includes development of policies and advice on human resource matters during the employment life cycle, and advice and services related to work health and safety, and wellbeing in the workplace. The Branch is also responsible for the 24-hour wellbeing support services provided to Commonwealth parliamentary workplace (CPW) participants.

About the team The HR Advice Section provides advice and guidance to Parliamentarians and their staff on a broad range of HR functions including restructures, recruitment, probation, performance management, deferral periods, termination, and suspension.

About the role The HR Advice Section has ongoing and temporary opportunities at the EL1 level for a highly motivated and solutions focused HR professional with relevant skills and experience.

The work of the section is fast paced, and the role requires high-level administrative, leadership and stakeholder engagement skills. The successful applicant will operate at their best in a dynamic and quickly changing environment; contribute to team capability and culture; possess strong attention to detail; and manage multiple activities and competing priorities.

- Providing accurate and specialist advice in relation to employment legislation and complex HR matters in alignment with the PWSS objectives across the employee life cycle.
- Providing evidence-based advice and direction to managers and staff on HR policies and strategies, both verbally and in writing.
- Strategically partnering with parliamentarians and their staff on HR matters and providing quality, qualified, consistent and cohesive service to senior leaders.
- Develop and drive HR strategies that contribute to safe, respectful and inclusive workplaces aligned with organisational objectives.




- Interpret and apply the Parliamentary Workplace Support Service Act 2023, Members of Parliament (Staff) Act 1984 and other relevant employment legislation to HR policies and guidance materials.
- Provide leadership by managing and mentoring junior employees as required, supporting capability development (where needed).
- Provision of trauma-aware assistance.

- Candidates must hold either formal qualifications, practitioner certification, and/or demonstrated experience in human resources. Experience working in or supporting parliamentary workplaces will be highly regarded.
- These roles are being filled as either ongoing or non-ongoing for an initial period of up to 12 months.
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
- Candidates must be independent, impartial, and apolitical, and must be seen as such. A private interest disclosure form must be completed prior to an offer being made to disclose any material personal interests that may or may appear to influence a candidate’s ability to discharge their responsibilities as an APS employee.
- Successful applicants will be required to undergo the process to obtain and maintain or continue to hold the required security clearance level for the role as indicated. All PWSS staff are required to have a minimum baseline security clearance prior to commencement.
- Successful applicants will be required to undergo a mandatory National Co-ordinated Criminal History Check (NCCHC).
