The Consumer Data Right (CDR) is a leading data-sharing initiative and an important part of Australia’s digital infrastructure.

The CDR lets consumers safely share data held about them by businesses. This makes it easier to compare and switch products and services. It also encourages providers to compete, which can lead to better prices and more innovative products and services. The CDR is already operating in the banking and energy sectors and is being expanded to non-bank lenders.

The ACCC has a key role to regulate and deliver the CDR, working closely with Treasury (which has overall policy responsibility) and other regulators. The ACCC’s CDR Division has two branches:

· The Accreditation, Compliance and Enforcement branch assesses applications from organisations seeking accreditation to receive data. It promotes compliance, investigates possible breaches, takes enforcement action when needed and assesses exemption applications. The branch also provides regulatory guidance and supports the Division’s finance and procurement work.

· The Solution Delivery & Operations branch designs, builds, tests, operates and secures the technology that allows data holders and accredited data recipients to exchange data safely. It also manages program and business operations.

The Strategy, Governance and Coordination team is responsible for a range of workstreams to support the Division to deliver its priorities and functions, including strategy, policy development and planning, workforce capability, secretariat services, divisional communications and business support and coordination.

As the Director, you will:

· Lead a team of professionals, role modelling our leadership behaviours, supporting a professional and cooperative working environment, coaching, giving continuous feedback, resolving conflict and facilitating career development.

· Provide strategic, evidence-based advice to senior leaders, solve complex problems and anticipate emerging issues relating to the Division and the CDR.

· Align the Division’s strategic and operational activities with the direction, vision and goals of the agency and the CDR program, including leading business planning and publication of divisional plans.

· Coordinate high-quality advice and briefings for Executive members, government stakeholders and parliamentary processes, including Senate Estimates, ministerial liaison and the CDR Steering Committee.

· Build collaborative relationships across the ACCC, other CDR agencies and international counterparts, and represent the ACCC at stakeholder forums and meetings.

· Oversee effective cross-Division governance, secretariat and reporting arrangements, including coordinating divisional input to the Digital ID and CDR Committee and other ACCC governance forums.





· Your exceptional communication and stakeholder management skills, combined with your professionalism and ability to collaborate with senior leaders, will ensure your success in the role.

This role in particular requires demonstrated:

· Experience leading a policy or program management team in a fast-paced and complex regulatory context.

· Understanding of the CDR functions of the ACCC under the Competition and Consumer Act 2010 and other relevant legislation, and of the objectives of the CDR program, or an ability to quickly acquire this knowledge.

· Ability to lead strategic projects and teams, exercise sound judgement and autonomy, solve complex problems, and manage competing priorities to deliver timely, high-quality outcomes in an evolving environment.

· Ability to engage strategically with the broader policy and regulatory environment, anticipate emerging issues and adapt to immediate and future challenges.

· Highly developed written and verbal communication skills, with the ability to present complex material clearly, accurately and with close attention to detail.

· Ability to build productive relationships and collaborate with internal and external stakeholders to achieve organisational objectives, including representing the ACCC where required.

· Ability to lead and develop staff, build organisational capability and foster a positive, collaborative and high-performing team environment.
