ABOUT THE BRANCH The Department of Finance is at the centre of government decision-making. We help shape and support the Australian Government's Budget, advise on the management of public resources, and work with agencies across the Australian Public Service to strengthen government capability and deliver outcomes for Australians.
The Human Resources (HR) Branch delivers a broad range of strategic and operational people services that support the department and its workforce. We provide advice, policy and services across the employee lifecycle, including recruitment, entry level programs, senior executive employment, learning and development, diversity and inclusion, workplace relations, work health and safety, rehabilitation, wellbeing, and performance and conduct case management.
The branch also plays a key role in shaping Finance's workforce through strategic workforce planning, reporting and analytics, providing insights and recommendations to the Executive Board and senior governance committees.

APS 5 Human Resources Advisers
APS 5 Human Resources Advisers play a key role in delivering high-quality HR services and advice across the employee lifecycle. Working with a degree of independence, they support managers and employees by providing practical guidance, administering people programs, and contributing to workforce initiatives that support organisational objectives.
Key responsibilities may include
- Providing timely and accurate advice on HR policies, procedures, systems and processes.
- Supporting the delivery of wellbeing, work health and safety, and other people-focused initiatives.
- Managing enquiries and building productive relationships with internal and external stakeholders.
- Supporting case management activities and preparing correspondence, reports, briefs and other HR documentation.
- Interpreting and applying relevant legislation, policies and procedures to support consistent and compliant decision-making.
- Contributing to continuous improvement initiatives, including the review of HR processes, systems and service delivery.
- Assisting with workforce capability, engagement and communication activities across the branch.
APS 6 Human Resources Senior Advisers
APS 6 Human Resources Senior Advisers provide specialist advice and deliver complex HR initiatives that support strategic workforce outcomes. They work with a high degree of autonomy, manage complex matters, and build trusted relationships with stakeholders to influence decisions and drive positive workplace outcomes.
Key responsibilities may include
- Providing specialist advice and recommendations on workplace relations, leadership and capability, performance and conduct, wellbeing, work health and safety, entry level programs, and other people management matters.
- Managing complex and sensitive employee matters and cases in accordance with legislative and policy requirements.
- Developing, implementing and evaluating HR policies, programs, frameworks and business improvement initiatives.
- Partnering with managers and employees to identify people risks, provide solutions-focused advice and support informed decision-making.
- Researching, analysing and interpreting legislation, policy, data and workforce trends to deliver evidence-based recommendations.
- Preparing complex correspondence, briefs, reports and recommendations for senior leaders and decision-makers.
- Contributing to organisational capability, stakeholder education and continuous improvement through coaching, facilitation and engagement activities.
A merit pool may be established through this process and may be used to fill future ongoing and non-ongoing vacancies at the APS 5 and APS 6 levels across the HR Branch for up to 18 months from the date of advertisement. Where a non-ongoing vacancy is filled, the employment arrangement will depend on the successful candidate's current employment status. Ongoing APS employees may be engaged through a temporary section 26 transfer, while external candidates may be offered non-ongoing employment for a specified term.

ELIGIBILITY INFORMATION
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.

- These roles are being advertised as both ongoing and non-ongoing. A position may be offered as ongoing or non-ongoing subject to operational requirements.
