Your Opportunity The Project Manager / Scrum Master leads delivery of key projects within the EPMO portfolio, initially acting as stream lead for the modernisation program upgrading NSW LRS core business systems in line with the approved Technology Roadmap. The role is accountable for delivering projects to agreed scope, budget, and schedule, applying established project management and Scrum practices to ensure structured planning, effective risk and dependency management, and strong stakeholder engagement. Working with ICT, operational teams, external partners, and vendors, the role ensures solutions meet business needs, maintain operational continuity, and comply with regulatory and governance requirements, supporting uplift in service performance and the transition to modernised, resilient systems.
Your Responsibilities
Technology Roadmap Delivery &
- Modernisation
- Deliver Technology Roadmap projects within the EPMO portfolio to modernise and upgrade core business systems in line with approved scope, schedule, and budget.
- Lead multiple workstreams and manage sprint delivery to ensure roadmap objectives, sprint goals, and quality standards are met.
- Prioritise and maintain delivery backlogs to support timely, high-quality implementation of upgrades, transition activities, and system enhancements.
- Promote innovation in solution design, implementation, and integration to optimise business processes and strengthen operational resilience.
Project Management, Governance &
- Risk
- Apply established project management disciplines to plan, execute, and monitor project activities, risks, dependencies, and issues.
- Maintain rigorous control of scope, balancing stakeholder needs with program objectives and approved scope documentation.
- Ensure business requirements are effectively captured, documented, and translated into functional and technical specifications.
- Oversee project governance, reporting, progress tracking, benefits realisation, and evaluation of outcomes.
- Represent the program at internal governance forums and external stakeholder engagements.
Stakeholder, Vendor &
- Team Leadership
- Coordinate cross-functional ICT and operational teams to deliver roadmap and transition objectives aligned to organisational priorities.
- Provide strong leadership, direction, and coaching to project teams, setting clear expectations and supporting capability uplift and delivery outcomes.
- Lead stakeholder engagement and communication to ensure alignment, readiness, and adoption of upgraded systems and service changes.
- Manage vendor relationships across software, infrastructure, and managed services to ensure contract compliance, service quality, and value for money.
- Facilitate workshops and meetings, providing clear, concise written and verbal updates to stakeholders.
Scrum Master Responsibilities
- Facilitate Scrum ceremonies including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives.
- Prioritise and maintain the product backlog, ensuring clarity of requirements and alignment with roadmap priorities.
- Remove impediments and manage cross-team dependencies to support effective sprint execution and delivery of sprint goals.
- Champion Agile ways of working, fostering collaboration, transparency, and continuous delivery within the project team.
About You
Desired Skills and Experience To Be Successful In This Role You Will
- Extensive experience (5 years) delivering ICT modernisation and system upgrade projects, including IBM application upgrades,
custom system enhancements, API-based integration, cloud and security uplift, insourcing of technology capabilities, and platform integration within regulated environments.
- Strong knowledge of project management disciplines (PMBOK, PRINCE2, Agile) and ITIL service management practices, with demonstrated capability applying structured planning, risk management, governance, and quality assurance.
- Proven experience operating as a Scrum Master, facilitating sprint ceremonies, managing backlogs, removing impediments, coordinating cross-team dependencies, and driving effective Agile delivery outcomes.
- Demonstrated capability working across cross-functional ICT, operational, and vendor teams to deliver Technology Roadmap initiatives and manage complex technical interdependencies.
- Strong stakeholder management and communication skills, with experience influencing senior leaders, coordinating technical teams, and engaging external suppliers.
- Skilled in requirements definition, documentation, and translation of business needs into functional and technical specifications.
- Experience preparing high-quality project artefacts, including plans, reports, risk registers, release documentation, and governance materials.
- Ability to manage multiple concurrent projects and sprint cycles while maintaining clarity, responsiveness, and delivery focus.
- Familiarity with regulated environments, governance frameworks, and service continuity requirements.
- Experience driving solution integration, uplift in service performance, and structured delivery practices across Agile and traditional project environments.
