The Role
We're looking for an experienced Project Costing Services Officer to support a major Defence capability modernisation initiative in Canberra. You'll coordinate cost estimation activities, maintain supporting evidence, and provide analysis that helps decision-makers assess, prioritise and balance competing capability needs within available funding.
You'll work closely with capability, delivery and finance stakeholders across Defence to ensure cost estimates are robust, traceable and defensible, supporting the development of submissions, governance artefacts and decision-support products that inform future capability investment decisions.
Key Responsibilities
- Develop and maintain cost estimates and cost models to support capability development activities, prioritisation decisions and future submissions
- Coordinate costing activities across capability work packages, tranches and related modernisation initiatives
- Conduct affordability assessments, options analysis and cost comparisons to support decision-making
- Maintain cost assumptions, supporting evidence and traceability required for governance and assurance activities
- Support budget forecasting, expenditure analysis and financial planning activities
- Prepare cost and affordability information for governance forums, decision-support products, briefings and submissions
- Contribute to prioritisation and sequencing of capability development activities by analysing cost implications of competing investment options
- Support engagement with delivery, finance and other Defence stakeholders on costing, affordability and investment planning matters
- Support audits, assurance activities and other program governance requirements
- Provide support within discipline to other functional areas as required
Required
- Current NV1 security clearance
- Excellent knowledge of Microsoft Office and information systems
- Strong analytical and problem-solving skills
- Ability to develop, maintain and explain cost models and supporting evidence
- Solid written and verbal communication skills
- Ability to analyse and present complex financial information to support decision-making
- Proven experience in project, program or capability cost model development highly regarded
- Previous experience in Defence financial management, cost estimation or budget planning roles highly regarded
- Degree in finance, economics, business, commerce, engineering or a related discipline highly regarded
- Experience working within capability management systems and governance processes highly regarded
- Experience supporting Defence submissions, governance processes or investment decision-making highly regarded
- Experience undertaking cost, schedule,
affordability or investment analysis highly regarded
- Additional skills in project/program management, systems engineering, communications or IT valued and highly regarded
- Understanding of Joint and domain-specific staff processes within operational and tactical headquarters highly regarded
- Knowledge or experience with Defence governance structures, committee processes and investment planning frameworks highly regarded
