Blacktown City Council has partnered with Hays to appoint a Senior Coordinator, Governance & Information, a key leadership opportunity within one of Australia's largest, fastest-growing and most diverse local government organisations.

Serving a rapidly expanding community at the heart of Western Sydney, Blacktown City Council is delivering significant infrastructure, community and transformation projects while continuing to strengthen governance, transparency and accountability across the organisation.

This role offers the opportunity to lead an established and highly regarded Governance & Information function, providing advice and direction on some of Council's most complex legislative, compliance and information management matters. Your new role

As Senior Coordinator, Governance & Information, you will lead a specialist team responsible for governance, information access, privacy, records management and legislative compliance across Council.

The position also provides opportunity in other disciplines and career path as you will be reporting to the Manager Procurement and Governance.

Working closely with Executive Leadership, senior stakeholders and external advisors, you will provide trusted advice on governance matters while ensuring Council continues to meet its statutory obligations within a complex and evolving regulatory environment.

This is a broad leadership role that combines people leadership, legislative interpretation, policy development and strategic advisory responsibilities.

Key responsibilities include





- Leading and developing Council's Governance & Information team
- Providing expert advice on governance, compliance and legislative matters
- Managing complex GIPA, privacy and information access requests
- Overseeing information management and records management functions
- Reviewing and maintaining governance frameworks, policies and delegations
- Supporting organisational policy reform and continuous improvement initiatives
- Preparing reports, recommendations and governance advice for senior leaders
- Managing governance risks and supporting organisational accountability
- Ensuring compliance with relevant legislation and statutory requirements
- Building effective relationships across Council and with external stakeholders

The diversity of the work is one of the key attractions of this role.

One day you may be managing a complex information access matter involving competing legislative obligations. The next, you could be advising executives on governance risks, leading a policy review, supporting organisational reform initiatives or guiding Council's response to emerging legislative changes.

What you'll need to succeed

- Local Government

- Regulatory or Integrity Agencies
- Universities or Public Institutions
- Statutory Authorities

You'll bring

- Demonstrated experience managing a Governance, Information Access, GIPA, Records Management or similar function within a government organisation
- Extensive practical knowledge of the Local Government Act,



Government Information (Public Access) Act (GIPA), privacy legislation and related governance frameworks
- Experience interpreting legislation and applying it in complex operational environments
- The ability to provide trusted advice and recommendations to senior stakeholders and executive leaders
- Experience reviewing, developing and implementing governance frameworks, policies and delegations
- Strong leadership capability and experience managing people
- Excellent written communication and report-writing skills
- Sound judgement and the ability to balance legislative obligations, organisational risk and stakeholder expectations
- Solid analytical and decision-making skills in complex or sensitive situations

Qualifications

- Tertiary qualifications in Law, Governance, Public Administration, Information Management or a related discipline will be highly regarded.
- OR, applications are equally encouraged from candidates who have developed extensive practical expertise through senior governance and information management roles within Local Government or the broader public sector.
