The Chief Financial Officer (CFO) Division is seeking experienced financial and analytical professionals to contribute to financial reporting, financial systems, budgeting, costing, business analysis, data analytics and reporting across the Division. Multiple APS6 vacancies are available across the Financial Systems, Policy and Reporting Branch and the Budget and Financial Management Branch.
Successful applicants will undertake complex analysis, exercise sound judgement and work with stakeholders to deliver reliable financial, business and analytical products that support financial stewardship and executive decision-making.
Financial Systems, Policy and Reporting Branch The Financial Systems, Policy and Reporting Branch within CFO Division is responsible for Services Australia (the Agency)’s financial reporting, financial systems and financial policy functions. This is complemented by the Branch’s role in providing strategic guidance on customer payment and debt systems while ensuring the integrity of financial data is well maintained, standardised and reconcilable with financial structures to support reporting. The Branch also assists the Division with business process improvement, automation and standardisation of financial processes, and the consolidation of bespoke financial systems into enterprise financial systems where appropriate.
Budget and Financial Management Branch The Budget and Financial Management Branch is responsible for providing financial management at the Agency level. This involves creating, costing, governing and reporting on the Agency’s budget, and producing the financial benefits and activity costings data which underpin the Agency’s funding requirements.
Senior Finance Officer:
- Undertake complex analysis of financial and operational information to support financial reporting, costing, budgeting, funding, forecasting and decision-making.
- Develop and maintain costing methodologies,
financial models and other financial analysis to support Agency funding and financial management activities.
- Analyse policy, programme and service delivery changes to determine financial and funding impacts.
- Engage with stakeholders to identify, clarify and resolve complex financial, reporting, system and business requirements.
- Contribute to the development and improvement of financial systems, reporting, automation and business processes.
- Coordinate or contribute to the design, testing, implementation and assurance of financial system, reporting and process improvements.
- Provide evidence-based advice on financial issues, methodologies, systems, processes, controls and governance.
- Identify financial, operational and implementation risks and recommend practical responses.
- Prepare high-quality financial analysis, briefs, reports, models and business or technical documentation.
- Build productive relationships across finance, business and technical areas and with relevant partner agencies.
- Provide technical guidance and quality assurance to less experienced staff.
Senior Analyst
- Undertake complex business, data and operational analysis and provide evidence-based insights and advice.
- Engage with stakeholders to understand business needs and identify, clarify and prioritise analytical, reporting, data and system requirements.
- Analyse complex operational, workforce and financial datasets to identify trends, relationships, risks and opportunities.
- Apply appropriate analytical, quantitative or statistical techniques to investigate complex business and operational issues.
- Develop and improve sustainable reporting,
analytical and decision-support products that meet business and executive needs.
- Develop and document business requirements, business rules, analytical methods and reporting requirements.
- Contribute to the design, testing, implementation and assurance of data, reporting, system and process improvements.
- Assess data quality, methodology and other analytical issues and recommend practical responses.
- Translate complex analysis into explicit insights and advice for operational and executive decision-making.
- Prepare high-quality analysis, briefs, reports and technical or business documentation.
- Build productive relationships across business and technical areas to resolve issues and deliver outcomes.
- Provide technical guidance and quality assurance to less experienced staff.
Security Clearance level required: Baseline (or ability to obtain and maintain).
In accordance with section 22(6) of the Public Service Act 1999, Services Australia requires applicants to be Australian citizens to be eligible for employment with Services Australia.
An applicant’s suitability for employment with the agency will be assessed through a pre-employment screening process. This process includes but is not limited to a national police history check, referee checks, code of conduct check and an employment history integrity check.
Some positions within Services Australia may be required to work in settings where mandatory vaccinations are required. Staff in such positions will need to demonstrate that they meet the vaccination requirements or have a relevant exemption.
