In the key role of Resilience Lead, you'll drive the programs and partnerships that help Stonnington's diverse communities prepare for, respond to and bounce back from emergencies. The role has a strong focus on recovery and long-term community capability. If you can sit down with a local community group one day and front a regional recovery committee the next, read on. This is a specialist role for someone who loves the community side of emergency management. Reporting to the Municipal Recovery Manager, you'll lead the municipality's relief and recovery arrangements under the Emergency Management Act 2013 (Vic).
What you'll be doing
- Leading relief and recovery planning, and keeping Council's municipal relief and recovery plans, policies, procedures and doctrine up to date
- Developing, delivering and evaluating community resilience programs, including engagement and education initiatives that build preparedness
- Coordinating relief services during and after emergencies (temporary housing, food and water, material aid and psychosocial support) and supporting the transition from response to recovery
- Supporting and administering Secondary Impact Assessments and Post Emergency Needs Assessments, and turning the data into transparent recovery priorities
- Representing Council on the Municipal Emergency Management Planning Committee, municipal recovery committees and regional working groups
- Building strong networks with community groups, DFFH, Emergency Recovery Victoria, Red Cross, VCC-EM, the Salvation Army,
emergency services and neighbouring councils
- Applying for grants and supporting coordination of Disaster Recovery Funding Arrangements
- Mentoring Council staff who hold emergency support functions
What you'll bring
1. Extensive knowledge of the Emergency Management Act 2013 (Vic), the Victorian emergency management framework and supporting plans
2. Proven experience in community engagement and planning, emergency preparedness, response and recovery within local government or a similar setting
3. A track record of developing, delivering and evaluating diverse community-based projects and programs
4. Hands-on relief and recovery experience, ideally including impact and needs assessments and recovery coordination
5. Strong interpersonal and communication skills, with the confidence to work autonomously and bring emergency services, agencies and community members along with you
6. Demonstrated experience or a tertiary qualification in community planning or engagement, emergency management or a related field, plus solid MS Office, incident logging software and project management skills
7. A current Victorian driver's licence, a current Working with Children Check and the ability to pass a police check (routine medical and fit-to-work checks may also apply)
What's on offer
- $64.75/hr + super, 38 hours per week
- Contract through to February at minimum, with a strong extension possibility.
