Introduction
The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services. LHA licences labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.
Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses. Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.

About the position
Reporting to the Director ICT, the Senior Business Analyst leads a small team of Business Analysts and is accountable for the end to end quality of requirements and functional design work across LHA’s ICT workplace. The role establishes and maintains LHA’s Business Analysis Framework and standards, leads the development, publication and maintenance of an enterprise inventory of business processes, and ensures that business needs, processes, requirements and functional designs are clearly understood, documented, traceable and aligned to organisational priorities. The Business Analysis function is also currently responsible for release management and aspects of IT Support ticket triage.
This is a dual technical and people leadership role. The role is a genuinely hands-on role.
The Senior Business Analyst is expected to run discovery and elicitation sessions, produce functional specifications and then work directly alongside the Solution Architect, software development and testing team, operations team and any assigned Project and Change managers and vendors through build, test and deployment. Around that delivery work sits the leadership part. Allocating work across the team, as well as coaching and quality assuring the output of the Business Analysis team.
The successful candidate combines strong functional knowledge of Dynamics 365, Microsoft 365 and a deep working knowledge of Azure DevOps where requirements, testing and software change are
recorded, combined with leadership capability to develop a small team, set consistent Business Analysis standards, and lift practice across the wider ICT team.
Skills And Experiences
About you
- Substantial experience as a Business Analyst on complex ICT initiatives, including demonstrated performance at a senior or lead level
- Proven capability across business situation analysis, requirements elicitation, process modelling, functional specification and acceptance criteria design in both agile and traditional delivery contexts
- Demonstrated functional expertise in Microsoft Dynamics 365 and the broader Microsoft 365 ecosystem, including configuration, workflows, security, reporting, integration, Power Automate, and Power BI
- Deep working knowledge of Azure DevOps, including backlog and work item management, work item hierarchies, iteration and area paths, queries, dashboards,
reporting and test plans
- Demonstrated experience leading and developing a small team of analysts or comparable functional staff, including workload allocation, performance management, coaching, capability development and quality assurance
- Highly developed engagement, negotiation, interpersonal and written communication skills
- Demonstrated experience applying ICT project and programme governance, change control, risk management, assurance and public sector privacy, records and information security requirements
- Substantial experience operating at a senior or lead Business Analyst level within complex ICT environments
- Advanced functional knowledge and demonstrated hands-on experience with Microsoft Dynamics 365 and the Microsoft 365 ecosystem
- A relevant tertiary qualification in business analysis, information technology, information systems, business, or a related discipline and/or substantial equivalent professional experience
- Relevant professional business analysis certification or accreditation, such as IIBA certification, or an equivalent recognized professional certification
