About the opportunity

Azooa is seeking an experienced Introduction Into Service SME to support the Land Command, Control, Communications and Computing Program.

The LC4 Program plans, develops and delivers land command and control capabilities supporting the Australian Army and the broader Joint Force. It contributes to the modernisation of the Land Network and helps maintain contemporary, interoperable and resilient command, control and communications capabilities.

The successful contractor will work within the LC4 Program Assurance function and support the transition of assigned capabilities into operational service.

Purpose of the role

The Introduction Into Service SME will coordinate and assure the activities required to transition LC4 capabilities from acquisition and delivery into operational service.

The role will help ensure each capability has the necessary sustainment, training, workforce, logistics, support-system and governance arrangements before operational introduction.

Key responsibilities

- Develop and maintain Introduction Into Service plans, schedules and readiness artefacts.
- Coordinate activities required to achieve capability transition milestones and decision points.
- Support the transition of interim and enduring capability solutions.
- Align transition activities with the Capability Realisation Framework, Defence policy and applicable governance requirements.

Capability readiness

- Coordinate workforce, training, sustainment, logistics and support-system inputs.
- Assess capability readiness and report progress against transition requirements.
- Identify capability readiness risks, issues and dependencies.
- Develop practical mitigation strategies and recommendations.
- Support capability acceptance, sustainment handover and operational release activities.
- Engage with Army Functional Commands, capability managers and delivery teams.
- Coordinate with Lead Delivery Agencies, sustainment organisations and industry partners.
- Work effectively with ADF, APS and contractor stakeholders.
- Coordinate stakeholder inputs required to support readiness and transition outcomes.
- Present clear and evidence-based advice to senior stakeholders.

Governance and assurance

- Prepare briefs, reports,



recommendations and governance documentation.
- Support capability transition decisions through analysis and readiness evidence.
- Maintain auditable records of assessments, decisions and supporting artefacts.
- Contribute to capability transition assurance and readiness reporting.
- Provide accurate status updates, risk assessments and meeting inputs.
- Support executive briefings, program boards and readiness decision points when required.

Program integration

- Analyse transition dependencies across LC4 capability streams.
- Support the coordination of readiness activities across major and minor capability deliveries.
- Identify conflicts between delivery schedules, readiness requirements and operational priorities.
- Support the LC4 Program Assurance Team in maintaining an integrated view of capability transition.
- Contribute to improvements in Introduction Into Service practices and supporting processes.

Applicants should demonstrate experience in one or more of the following areas

- Defence capability transition.
- Capability readiness and assurance.
- Capability acceptance and operational release.
- Training, workforce, logistics or support-system planning.
- Development of readiness assessments and transition plans.
- Defence capability governance and reporting.

Candidates must also demonstrate

- A sound understanding of the Defence Capability Lifecycle and Capability Realisation Framework.
- Experience coordinating transition activities across multiple organisations and stakeholder groups.
- Experience developing governance artefacts, readiness reports, briefs or recommendations.
- Strong written and verbal communication skills.
- The ability to analyse capability readiness risks and provide evidence-based advice.
- The ability to work collaboratively within an integrated Defence team.
- Sound judgement and the ability to exercise initiative within delegated authority.
- The ability to maintain accurate, professional and auditable records.

Highly regarded experience

- Formal qualifications in project management, logistics, engineering, systems, business management or a related discipline.
- Experience working within Army, a Lead Delivery Agency, Joint Capabilities Group or a comparable Defence organisation.
- Familiarity with Defence sustainment, training, workforce generation and logistics management frameworks.




- Experience supporting capability acceptance, transition, sustainment handover or operational release.
- Knowledge of land command, control, communications and computing capabilities.
- Familiarity with the Army operating environment.
- Military experience or exposure to Army headquarters, exercises or operational activities.
- Experience supporting major Defence acquisition or sustainment programs.
- Experience preparing executive briefs and presenting advice to senior Defence stakeholders.

Security and suitability requirements

- Applicants must hold a minimum NV1 security clearance or be able to obtain and maintain the required clearance.

The preferred candidate must also be able to

- Complete Defence identity and pre-engagement checks.
- Obtain and maintain a Defence Access Pass.
- Complete required onboarding, security briefings and mandatory training.
- Obtain and maintain access to required Defence ICT systems.
- Comply with Defence security, privacy, information-handling and workplace requirements.
- Complete a Personnel Integrity Declaration.
- Disclose any actual, potential or perceived conflicts of interest.
- Work with protected or classified information in accordance with applicable requirements.

Working arrangements

The primary work location is Russell Offices in Russell, ACT.

Versatile or remote work may be considered following contract award. Any flexible arrangement will depend on operational requirements, security restrictions, the nature of the work and approval from the relevant Defence representative.

Applicants should be prepared to work from Commonwealth premises for all or part of the engagement. No guaranteed work-from-home arrangement applies to this opportunity.

Travel may occasionally be required. Defence must approve official travel in writing before it occurs. Normal travel to the nominated workplace remains the contractor’s responsibility.

Rate guidance

Azooa’s recommended value-for-money position is $143.32 per hour, inclusive of superannuation.

The Commonwealth will assess the proposed rate as part of its overall value-for-money evaluation. Applicants should provide their expected hourly rate when applying.

Candidates with higher rate expectations may still apply where their experience and capability provide a strong fit for the requirement.

The RFQ states that AI systems must not be used in delivering the contracted services. The successful contractor must comply with this condition and all other applicable Defence policies and directions.
