The City of Armadale is growing rapidly, creating an exciting pipeline of community infrastructure and capital works. We are looking for a Program Delivery Lead who can bring people, projects, resources and priorities together to deliver high-quality outcomes for our community.

This is a fast-paced role with the autonomy to make decisions, improve how we deliver our work and lead a team responsible for a significant capital works program.

About the Role

As the Program Delivery Lead, you will lead and manage a diverse program of capital works, taking ownership of delivery outcomes across safety, quality, cost, time and stakeholder expectations.

The program is valued at approximately $15–20 million annually, including major transport infrastructure, road, drainage and pathway projects.

You will lead a team of project delivery professionals, providing direction, support and specialist advice to ensure projects move from planning through to successful delivery and handover.

A typical day could involve:

- Monitoring progress across the civil works capital program and identifying issues before they affect delivery.
- Working with Project Managers to resolve project issues and remove barriers to delivery.
- Allocating resources across the program to ensure priorities are appropriately supported.
- Monitoring project performance against budget, scope, program, quality and risk.
- Working with internal and external stakeholders, contractors and consultants to keep projects moving.
- Providing specialist advice and making decisions that support successful project outcomes.
- Looking for opportunities to improve project delivery processes, quality and value for the City.

You will also

- Lead and develop the Program Delivery team, creating clear direction, accountability and a high-performance culture.
- Take ownership of capital investment and the delivery of a program of works, ensuring projects are delivered safely, within budget, to the required quality and timeframe.
- Lead procurement, tendering and contract administration processes and ensure appropriate commercial and contractual oversight.
- Support financial and cost management across the program and provide sound advice on project options and delivery risks.
- Ensure appropriate project management, quality assurance, risk management and compliance practices are applied.
- Lead and engage with others to develop and implement departmental goals and programs.




- Build strong relationships across the organisation and with external stakeholders to achieve successful outcomes.
- Identify opportunities to improve the way the City plans and delivers infrastructure, with a forward-focused approach to future community needs.

About You

We are looking for someone who can lead a program, not just manage projects.
You will be highly organised, commercially aware and confident managing competing priorities across a portfolio of projects.
You will understand how infrastructure projects are actually delivered and be comfortable stepping in to help resolve issues, allocate resources and provide direction when priorities change.

You bring

- Significant experience delivering complex infrastructure, capital works or asset management programs and projects.
- Demonstrated experience leading a program of work rather than only managing individual projects.
- Experience leading and developing your own team, with the ability to provide high-quality leadership, direction and accountability. Experience managing contractors alone will not be sufficient.
- Strong project management capability, including scope, program, budget, resources, risk, quality and stakeholder management.
- Experience in procurement, tendering and contract administration.
- Strong budget and cost management capability, with the ability to understand financial information and make sound delivery decisions.
- A strong understanding of construction processes, project delivery methodologies and construction timelines.
- The ability to develop and implement departmental goals and programs and provide high-level, specialist advice to support their achievement.
- Highly developed stakeholder management and communication skills, with the ability to build productive relationships and influence outcomes.
- A forward-focused approach and a genuine interest in improving how infrastructure is delivered.
- The resilience and organisational capability to manage a fast-paced environment with competing priorities.

We are open to candidates from outside local government. What matters is your demonstrated capability to lead people, manage programs and deliver complex infrastructure outcomes.

A tertiary qualification in Civil Engineering, Architecture, Business Management or a related discipline is desirable, with a project management qualification also desirable.
