Located in Newcastle - 3 days in office per week and 2 days' work from home

Reporting to the Head of Data, AI & Research, the ICT Business Analyst works with business users and stakeholders to identify, formulate and document business requirements, and turns them into functional specifications and data deliverables that solve real business problems.

The role analyses business processes and existing systems, queries data sources and works with data engineers to curate fit-for-purpose datasets. It then serves insights, reports and dashboards that business users can act on.

Acting as a central point of reference between the business and technology teams, the ICT Business Analyst ensures solutions are well specified, accurate, documented and delivered in accordance with Honeysuckle Health’s data governance, privacy and information security requirements.

Key Responsibilities

Requirements Elicitation & Specification

- Work with business users to identify, formulate and document business requirements and the problem to be solved.
- Translate requirements into functional specifications, user stories, use cases and acceptance criteria for data engineers, developers and other technical teams.
- Use data and process modelling techniques, such as BPMN, UML, use cases and data models, to create clear specifications for system and data solutions.
- Manage requirements through delivery, including prioritisation, traceability and change control.

Business Process & Systems Analysis

- Identify, investigate and analyse business processes, procedures and work practices across Honeysuckle Health’s programs and services.
- Map current-state and future-state processes and identify inefficiencies, gaps and risks.
- Review existing systems and reporting, and recommend optimal business practices and system functionality.




- Conduct feasibility and options analysis covering costs, advantages, risks and dependencies.

Data Sourcing, Curation & Quality

- Query data from approved internal and external sources, using SQL and ideally an enterprise data warehouse, to establish what data can solve the business problem.
- Work with data engineers to specify, curate and validate datasets that meet documented requirements.
- Clean, validate and transform data, keeping methods reproducible, traceable and auditable.
- Identify data quality issues, document limitations and lineage, and resolve or escalate issues promptly.

Insight Generation & Reporting

- Analyse data to identify trends, patterns, anomalies, risks and opportunities, and give evidence-based recommendations that solve the business problem, using straightforward analysis where it does the job.
- Build and maintain reports and dashboards in tools such as Tableau, Power BI or Amazon QuickSight, applying sound visualisation practice so outputs are accurate, accessible and not misleading.
- Validate findings before sharing them and state assumptions and limitations clearly.

Technical Practice & Standards

- Use Python and version control such as Git to extend analysis beyond SQL and reporting tools where appropriate.
- Manage requirements, backlogs and documentation using tools such as Jira and Confluence.
- Follow team coding, documentation, testing and peer review standards so work can be reproduced and extended by colleagues.

Stakeholder Engagement & Communication

- Facilitate workshops, interviews and walkthroughs to elicit, validate and agree requirements with stakeholders.
- Translate business needs into technical terms, and technical constraints and findings into plain language.
- Manage competing priorities and communicate trade-offs and delivery risks early.
- Build effective working relationships across business, product and technology teams.

Data Governance, Privacy, Safety & Compliance

- Ensure requirements and solution designs address Honeysuckle Health’s data governance,



privacy and information security obligations, including requirements relating to health information.
- Ensure partner, client and scheme data is used only within authorised purposes and approved data use arrangements in the solutions specified.
- Comply with Honeysuckle Health policies and procedures, including the WHS Management System, information security requirements and mandatory training, and contribute to a safe and respectful workplace.
- Identify and report risks, information security events or suspected breaches promptly through the appropriate channels.

Candidate Criteria

- A bachelor’s degree or higher in information technology, computer science, information systems, data analytics, statistics or a related ICT or quantitative discipline, or at least five years of relevant professional experience in business analysis or data analytics.
- Demonstrated experience eliciting and managing business requirements and producing functional specifications for system, software and data solutions.
- Experience analysing and modelling business processes and systems using techniques such as BPMN, UML, use cases and data models.
- Strong SQL skills, ideally within an enterprise data warehouse, and proficiency in Python or a similar language using version control such as Git.
- Experience developing reports and dashboards using tools such as Tableau, Power BI or Amazon QuickSight.
- Experience in agile and/or waterfall delivery, including backlog management in Jira and Confluence.
- Business analysis certification (such as IIBA CCBA or CBAP) and experience in healthcare, health insurance or another regulated environment are advantageous.
