Primary Objective The Business Development Officer is responsible for growing the NDIS business by generating new participant referrals, developing referral partnerships, converting enquiries into active participants, supporting staff recruitment and onboarding, and maintaining strong relationships with participants, support coordinators, plan managers, hospitals, allied health providers and other referral sources.
The role is strongly sales and growth focused, with measurable targets and performance-based incentives.
1. Key Responsibilities
A. Business Development & Sales
- Identify and develop new business opportunities.
- Generate new NDIS participant referrals.
- Build relationships with:
- Support Coordinators
- Recovery Coaches
- Plan Managers
- Support Coordinators
- Allied Health professionals
- SIL providers
- Accommodation providers
- Hospitals
- Community organisations
- Case managers
- Disability organisations
- Local community groups
- NDIS participants and families
- Regularly contact referral sources.
- Arrange face-to-face meetings and online meetings.
- Present the organisation’s services professionally.
- Explain service capabilities, availability and participant outcomes.
- Follow up all leads and enquiries.
- Maintain a structured sales pipeline.
- Convert enquiries into participant onboarding.
- Identify opportunities for additional services for existing participants.
- Maintain regular communication with existing referral partners.
B. Referral Generation The officer should actively build a referral network rather than waiting for referrals.
Daily activities may include
- Calling referral partners.
- Sending introductory emails.
- Visiting organisations.
- Attending networking events.
- Meeting Support Coordinators.
- Visiting community organisations.
- Following up previous enquiries.
- Contacting inactive referral sources.
- Asking existing professional contacts for introductions.
- Promoting services through appropriate digital channels.
- Building relationships with local disability networks.
C. Participant Acquisition The officer will manage the process from initial enquiry through to service commencement. Lead → Enquiry → Assessment → Service Discussion → Documentation → Agreement → Staff Allocation → Service Commencement
Responsibilities include
- Receive and record enquiries.
- Understand participant requirements.
- Identify appropriate services.
- Check service availability.
- Coordinate internal assessment.
- Arrange participant/family meetings.
- Coordinate required documentation.
- Follow up outstanding information.
- Coordinate onboarding.
- Ensure smooth handover to operations.
- Maintain regular follow-up after commencement.
1. Staff Recruitment & Onboarding
A major component of the position is ensuring the organisation has sufficient staff capacity to service new participants. Staff Recruitment The officer may assist with:
- Identifying staffing requirements.
- Advertising support-worker positions.
- Recruiting suitable candidates.
- Screening applications.
- Conducting initial interviews.
- Maintaining a candidate database.
- Coordinating reference checks.
- Following up candidates.
- Maintaining a recruitment pipeline.
Staff Onboarding Coordinate with administration/operations to ensure recent workers complete required onboarding.
This may include
- Employment documentation.
- Identity verification.
- Qualification checks.
- Required NDIS-related screening/checks.
- Mandatory training.
- Organisation policies and procedures.
- System access.
- Roster availability.
- Participant-specific training.
- Introduction to supervisors/team members.
Important: The BDO should not approve workers outside the organisation’s compliance and HR procedures. Their responsibility is to drive recruitment and ensure the onboarding process progresses efficiently.

The officer should maintain a CRM/database containing:
- Referral source
- Contact person
- Organisation
- Participant enquiry
- Date of enquiry
- Required services
- Current status
- Follow-up date
- Conversion status
- Reason for lost lead
- Expected commencement date
- Estimated revenue
- Staff requirement
Pay: $30.00 – $60.00 per hour
