Due to continued growth and recent project awards, NRW Civil & Mining is seeking an experienced Utilities Manager / Services Manager to join our high-performing Civil team on the Tonkin Highway Grade Separations Project.

Valued at approximately $200 million, this major Main Roads WA project includes highway widening, grade-separated interchanges, bridge structures, shared path infrastructure and significant utility relocations along one of Perth’s busiest transport corridors.

Reporting to the Project Manager, you will manage the coordination and delivery of utility and services packages, including investigations, relocations, protection works and current installations. You will work closely with project teams, designers, utility authorities, asset owners and subcontractors to ensure works are delivered safely, on time and in accordance with project requirements.

To be considered, you will possess:

- A degree in Civil, Mechanical or Electrical Engineering, Construction Management, or an equivalent technical or trade qualification
- A minimum of eight years’ civil infrastructure experience, including utility coordination or services management
- Experience on major road, rail, urban development or earthworks projects
- Experience coordinating power, water, gas, telecommunications, stormwater and sewer services
- Knowledge of utility authority standards, approvals and technical requirements
- Experience with service investigations, utility relocations, protection works and new installations
- Understanding of potholing, GPR, service proving and Before You Dig Australia information




- Ability to review drawings and identify utility clashes
- Experience managing subcontractors, scopes of work, tenders, budgets and variations
- Strong planning, communication and stakeholder management skills
- A strong commitment to safety, quality and environmental requirements

Key responsibilities:

- Coordinate utility authorities, asset owners, subcontractors and third-party crews
- Manage approvals, permits, access arrangements and connections
- Review designs and utility information to identify clashes and risks
- Coordinate potholing, GPR and service proving activities
- Develop practical service relocation and protection solutions
- Maintain the services schedule within the overall project program
- Manage scopes of work, tenders, subcontractors, costs and variations
- Conduct site inspections and manage high-risk utility interfaces
- Provide technical support to Engineers, Supervisors and project personnel
