Pacific Marine Group (PMG) delivers complex marine, civil and construction projects across Northern Australia and the Pacific.

As our project pipeline continues to grow, we’re looking for an experienced Bid Manager to take ownership of our tendering function and help shape how we pursue and secure our next generation of projects.

Based at our Townsville head office, this is a senior, hands-on role with genuine influence across the business.

And you don’t necessarily need to come from a traditional Bid or Contracts Manager background.

You might currently be working in bids, pre-contracts, estimating, commercial management or senior project delivery. What matters most is that you understand complex tenders, have strong commercial judgement and know how to bring the right people together to develop a winning submission.

The opportunity

This isn’t a role where you’ll simply coordinate documents and chase tender deadlines.

You’ll take ownership of the bid process from opportunity handover through to submission, negotiation and project handover, working directly with our Commercial, Business Development, Operations and project teams.

Our work spans marine infrastructure, civil construction, resources, ports and specialist marine operations, meaning the opportunities crossing your desk are rarely the same.

You’ll also have the opportunity to improve how PMG approaches bids - strengthening systems, developing our tendering capability and helping us make smart decisions about the work we pursue.

What you’ll be doing

You’ll lead the development of competitive, commercially sound and deliverable tenders, including:

- Leading bids from opportunity handover through strategy,



submission, clarification and project handover
- Developing bid strategies and determining how PMG can best position itself to win
- Coordinating estimating, pricing, technical and commercial inputs
- Working with operational teams to develop practical methodologies and delivery strategies
- Reviewing scopes, specifications, contracts and tender requirements
- Identifying commercial, contractual and operational risks
- Bringing together technical, HSEQ, operational and commercial contributors
- Developing clear, compelling and client-focused submissions
- Managing tender programs, priorities, deadlines and approvals
- Supporting negotiations and tender clarifications
- Improving bid systems, governance, templates and processes
- Capturing lessons learned and using bid outcomes to continuously improve our approach
- Supporting and developing the people involved in PMG’s tendering and estimating function

You won’t necessarily be expected to personally build every estimate.

You will need to understand what makes a price commercially sound, challenge assumptions where required and ensure the final offer is something our project teams can successfully deliver.

Who we’re looking for

Ideally, you’ll bring:

- Experience developing or leading complex tenders




- Strong commercial judgement and an understanding of estimating and pricing
- The ability to interpret scopes, specifications and contractual requirements
- Experience working across multiple disciplines to develop tender solutions
- Strong written communication and the ability to turn technical information into a compelling submission
- Confidence working with senior leaders, operational teams and technical specialists
- The ability to challenge thinking, drive accountability and keep a bid moving
- Strong organisation and the ability to manage competing deadlines

Experience across civil construction, infrastructure, marine, resources, defence, ports or major projects would be highly regarded.
