The Department of Energy, Environment and Climate Action is seeking an experienced ICT executive to lead the delivery of the technology project portfolio and enterprise operations function. This critical leadership role will drive the successful delivery of strategic projects, strengthen governance and project management capabilities, and ensure the provision of reliable, secure and customer-focused technology services that enable the department to achieve its objectives.

About the role

Reporting to the Chief Information Officer, the Director, Project Delivery and Enterprise Operations provides strategic leadership and operational oversight across DEECA's ICT project delivery and enterprise technology operations functions.

The role is accountable for leading the department's ICT project portfolio, establishing and embedding effective project delivery frameworks, governance practices and project management office capabilities to deliver consistent, high-quality outcomes across the organisation.

The position also leads enterprise technology operations, including service management, application services, infrastructure and platform services, data services, testing, release management and service transition. Through these functions, the role delivers common technology capabilities and services that support effective project delivery and reliable operational performance across DEECA.

As a key member of the Information Services leadership team, you will play a pivotal role in shaping technology strategy, strengthening governance, uplifting organisational capability and driving continuous improvement across project delivery and operational services.

About you:

To be successful in the role, you will have:

- Extensive senior leadership experience in ICT project delivery, portfolio management and enterprise technology operations within a large and complex organisation.
- Demonstrated success delivering major technology programs using both Agile and Waterfall methodologies.
- Proven experience establishing and leading project management offices,



governance frameworks and portfolio management practices.
- Expertise leading enterprise technology functions including service management, application services, infrastructure, platforms, data services and operational support.
- Experience driving service excellence, operational improvement and technology-enabled transformation initiatives.
- Strong commercial acumen with the ability to optimise investment decisions while balancing stakeholder expectations and organisational priorities.
- Exceptional leadership capability, with a track record of building, motivating and developing high-performing teams.
- Highly developed stakeholder engagement, negotiation and influencing skills, with the ability to build trusted relationships across government, industry and executive leadership groups.
- Experience operating successfully in complex, dynamic and highly accountable environments.
- A strong commitment to customer-focused service delivery, continuous improvement and organisational outcomes.

About the organisation

We employ approximately 6,300 staff, including around 600 seasonal staff, across more than 86 locations throughout Victoria, across energy, workplace, climate action, water, agriculture, and resources portfolios.

Our challenge is to maintain Victoria's liveability, with a population expected to almost double by 2050, while responding to climate change and protecting our natural environment, infrastructure and heritage for future generations. We take a community-centred approach and involve communities and key stakeholders in decisions and policies that affect them and we collaborate across our portfolios to design and deliver services and programs.

This is a fixed term position available for a period of up to 5 years. The work location for this position is flexible within Victoria with hybrid work arrangements available.
