Job description:

The Manager, Strategic Sites and Resilience leads Resources Victoria's strategic approach to the oversight, resilience and long-term sustainability of Victoria's major mining and quarrying industry operations. The Manager develops and implements the strategic frameworks, governance arrangements and regulatory approaches that integrate with Regulatory Compliance's annual compliance program and strengthen the safety and resilience of Victoria's most significant and high-risk earth resources sites.

The Manager provides strategic leadership on current and emerging risks and opportunities affecting the mining and quarrying sectors, including economic, operational, social, infrastructure and emergency management factors that influence industry resilience. Through a proactive and intelligence-led approach, the Manager identifies systemic risks, strengthens industry capability and supports the sustainable supply of resources are critical to Victoria's economy and infrastructure.

Specialist/Technical Expertise/Qualifications

- A current valid Victorian driver's licence is mandatory.
- Demonstrated experience managing complex sites, regulatory issues and competing priorities in high-risk operating environments, including managing significant operational, reputational and stakeholder risks.
- Demonstrated experience leading emergency management, emergency preparedness, fire prevention, incident management or related activities, including coordinating multiple stakeholders and managing complex operational risks.
- Strong expertise in regulatory strategy, compliance, investigations,



enforcement, risk management and governance, with the ability to design, implement and oversee intelligence-led, risk-based regulatory programs.
- Proven ability to identify, assess and respond to emerging risks, trends and issues, translating complex information into practical strategies, policy advice and regulatory responses.
- Demonstrated experience providing authoritative, evidence-based advice to senior leaders, including preparing complex, high impact briefs, reports and submissions to inform and influence decision making.
- A qualification in Government Investigations would be well regarded.
- A tertiary qualification in a compliance-related discipline, environmental or earth sciences, engineering, or emergency management would be well regarded.
- Operational experience of the mining, quarrying or petroleum activities or a comparable high-risk industry would be advantageous.

This is an ongoing position. The work location for this position is Morwell with hybrid work arrangements available.
