Mindarie Regional Council (MRC) is a regional local government that provides waste management and resource recovery services for its seven member councils, the Cities of Perth, Stirling, Joondalup, Wanneroo and Vincent and the Towns of Cambridge and Victoria Park, which together serve more than 800,000 residents.
We are seeking an experienced, strategic, and collaborative leader to join our Executive Leadership Team as Executive Manager Corporate Services.
The Role,
reporting directly to the Chief Executive Officer, the Executive Manager Corporate Services provides strategic leadership and oversight of the Council's corporate functions and contributes to the overall direction and success of the organisation.
The position is responsible for leading and continuously improving key corporate service areas, including:
Finance Services
Information Technology
Procurement Services
Customer and Administrative Services
Asset Management
As a member of the Executive Leadership Team, you will provide high-level advice to the CEO and Council, drive organisational performance, and foster a culture of accountability, innovation, and continuous improvement.
Key Responsibilities
provide Council with an effective, efficient and reliable corporate office supporting the daily operations in relation to the administration;
strategically guiding the long-term sustainability of Council's financial and business capacities;
provide statutory compliant Council reports, financial accounts and budgets for all business units;
providing comprehensive financial management skills and guidance to MRC and its members on all finance related matters;
leading long-term financial planning for MRC's enduring obligations for the Tamala Park facility, including closure, rehabilitation and long-term aftercare;
providing independent and transparent financial analysis to support Council's review of member contribution and cost-allocation arrangements;
overseeing the financial administration of MRC's long-term waste supply, transfer, disposal and processing contracts;
developing and maintaining business systems to underpin the successful operation of a number of Council functions;




ensuring that the business is adequately resourced to operate efficiently and effectively and that the employees have the necessary experience and/or qualifications to fulfil the obligations of their positions; and

About you
you are a highly accomplished executive with a strong record of leading corporate services functions within a complex organisation. You possess outstanding leadership capabilities, strategic thinking skills, and the ability to build trusted relationships across all levels of an organisation.
To be successful in this role, you will demonstrate:
Significant senior management or executive leadership experience.
Experience leading organisational strategy and business improvement initiatives.
Strong financial and business acumen.
Experience in long-term financial planning, including accounting for significant provisions and long-lived assets.
Exceptional communication and stakeholder management skills, including the ability to present complex financial matters to elected members and member councils clearly and impartially.
Sound knowledge of governance, risk and compliance principles.
The ability to lead and inspire multidisciplinary teams through change and transition.
A professional accounting qualification, with membership of CPA Australia, Chartered Accountants Australia and Current Zealand, the Institute of Public Accountants or CIMA, or of an equivalent recognised overseas accounting body.
Experience within local government or the public sector will be highly regarded.
Remuneration
a five-year contract is offered with a remuneration package of $200,000 to $260,000, depending on skills and experience. The package includes:

Since early ****, the region's household waste has been landfilled at the site operated by the MRC at Tamala Park, 35 km north of the centre of Perth. Some five million tonnes of waste have been sent to landfill at Tamala Park since operations began.
The MRC in particular deals with recovery and disposal of waste from its member councils household green‐lid wheelie bins. These bins contain general household waste.
