The Agency is seeking experienced a Senior Procurement Officer to join its centralised Procurement function. These roles provide an opportunity to work closely with business areas, build strong stakeholder partnerships and contribute to a broad range of procurement and contract management activities.
Reporting to a Procurement Business Partner, you will primarily support a specified business division, providing practical procurement advice and delivering quality outcomes in accordance with relevant legislation, policies and the Commonwealth Procurement Rules.
About the role
As a Senior Procurement Officer, you will partner with your allocated business area to understand their requirements, provide procurement advice and support end-to-end procurement activities.
Your responsibilities will include:
- Providing procurement and contract management advice to business areas.
- Supporting end-to-end procurement activities and ensuring compliance with relevant legislation, policies and the CPRs.
- Developing, reviewing and providing quality assurance over RFx documentation, including Conditions of Participation, Statements of Requirements, contracts, Work Orders and Tender Evaluation Plans.
- Building trusted relationships with stakeholders and working collaboratively to achieve effective procurement outcomes.
- Providing advice, guidance and education to business areas on procurement processes, methodologies and best practice.
- Supporting reporting, administration and other operational requirements of the Procurement function.
- Contributing to continuous improvement initiatives, including identifying opportunities to improve procurement processes, systems and ways of working.
- Assisting with the review and quality assurance of work undertaken by colleagues across the team.
- Analysing complex procurement arrangements, systems and requirements involving multiple variables and interdependencies.
- Managing competing priorities and delivering quality outcomes within tight timeframes.
About you
We are looking for a procurement qualified who combines strong technical knowledge with excellent stakeholder management and communication skills.
You will bring:
- Previous experience in a similar procurement role, ideally within a centralised procurement function or comparable environment.
- Knowledge of procurement methodologies, processes and best practice, particularly within the public sector.
- Demonstrated experience conducting quality assurance reviews of documentation and procurement deliverables.
- Strong written and verbal communication skills, with the ability to negotiate, influence and educate stakeholders.
- Demonstrated ability to build and maintain effective relationships and partnerships with a diverse range of stakeholders.
- Solid analytical and problem-solving skills, including the ability to understand complex systems, arrangements and interdependencies.
- The ability to work independently, exercise sound judgement and remain effective under pressure while managing multiple priorities.
- Advanced capability with relevant business and analytical tools, including Excel and Power BI.
Desirable experience
- Experience delivering IT, digital or technology-related procurements.
- Working knowledge of BuyICT panels, templates and associated procurement processes.
- Experience using SAP or similar enterprise resource planning systems.
