Service Lead - Community Safety Operations

Are you a strategic and operational leader ready to shape a highly visible, responsive and customer-focused community safety service?

The City of Melville is seeking an experienced Service Lead to lead MelSafe - Community Safety Operations. In this pivotal role, you will oversee 24/7 frontline patrol operations, strengthen officer safety and service consistency, and use technology, intelligence and operational data to deliver proactive community safety outcomes.

Location: City of Melville Civic Centre

Salary: Negotiated – From $135,000.00 pro-rata p.a. + 12% Super

Employment Type: Permanent Full Time

What You’ll Be Doing

Reporting to the Manager Community Safety, you will provide strategic and operational leadership across MelSafe Community Safety Operations. You will guide the safe, lawful and effective deployment of officers operating under delegated authority, respond to emerging risks and community priorities, and build a high-performing culture grounded in professionalism, accountability, wellbeing and continuous improvement.

Key responsibilities include:

- Leading, mentoring and developing a large frontline workforce, fostering a culture of accountability, professionalism, wellbeing and high performance.
- Managing workforce planning, rostering, operational deployment and resource allocation for officers operating under delegated authority across a 24/7 service.
- Driving service performance through the use of technology, data analytics, intelligence-led operations and continuous improvement initiatives.
- Leading operational responses to complex incidents, community safety concerns and customer requests.
- Managing service planning, projects, budgets, fleet resources and operational technology platforms.
- Developing and maintaining robust partnerships with WA Police, government agencies, community organisations and internal stakeholders.
- Monitoring and reporting on service performance, KPIs, trends and community safety outcomes.
- Identifying opportunities to modernise operations through innovation, technology and improved business processes.
- Ensuring exceptional customer service standards are delivered across all interactions with residents, businesses and stakeholders.
- Ensuring fair, consistent and lawful education, compliance and enforcement of Local Laws, parking and regulatory activities that support community safety and amenity.

What We’re Looking For

You are an experienced operational leader who can think strategically, inspire teams, build strong relationships and deliver results in a complex service environment. You are a confident problemsolver, comfortable making decisions under pressure,



and committed to continuous improvement and outstanding customer outcomes.

To be successful, you will demonstrate:

- Proven experience leading large operational or frontline service delivery teams.
- Strong people leadership skills, including coaching, performance management, employee development and culture building.
- Demonstrated experience using technology, operational intelligence and data to improve service performance and outcomes.
- Excellent written and verbal communication skills, with the ability to engage effectively with staff, customers, stakeholders and elected members.
- Highly developed stakeholder management and partnership-building skills.
- Strong project management, planning and organisational skills, with the ability to manage competing priorities.
- Experience developing, monitoring and reporting against operational KPIs and service performance measures.
- Sound understanding of customer service principles and experience resolving complex community or customer issues.
- Strong understanding of local government, regulatory, compliance, community safety or related service delivery environments.
- The ability to translate strategic priorities into practical operational plans, while maintaining a strong frontline service focus.
- Resilience, adaptability and sound judgement in a fast-paced operational environment.
- Current 'C' Class Driver's Licence.
- Current National Police Clearance or willingness to obtain.
- Relevant tertiary qualifications in Public Safety, Business Management, Government Services or a similar field, or extensive experience leading frontline operations in community safety, compliance, enforcement or local government environments.

This role operates with a high degree of autonomy, holds delegated financial and operational authority, may support emergency management responses outside normal work hours, and may be required to act in the Manager Community Safety position.
