Commercial Manager – Grade11/12

Salary range: $154,231–178,369 + superannuation and leave loading. Duration: temporary full‑time role for up to 2 years. Location: Hybrid with an in‑office requirement on Tuesdays and Fridays in Sydney McKell, or as directed. Work may be subject to change in line with DCS workplace policies.

Lead strategic procurement, commercial and contract management activities that support the delivery of critical telecommunications services across NSW. This role is responsible for leading complex, high‑value procurement and commercial activities, managing supplier relationships and contract performance, and providing expert commercial advice that enables sound decision‑making and strong business outcomes.

Your responsibilities will include

- Leading end‑to‑end procurement, commercial and contract management activities across a diverse portfolio of high‑value initiatives.
- Developing and implementing category plans, sourcing strategies and commercial approaches that deliver value‑for‑money outcomes.
- Leading complex procurement processes, evaluations, commercial negotiations and contract execution activities.
- Providing expert commercial, procurement and risk advice to executives and stakeholders, managing commercial, contractual, financial and supply chain risks.
- Establishing and overseeing contract management frameworks, supplier governance arrangements, performance measures and service delivery outcomes.
- Building and maintaining strong relationships with suppliers, government agencies and key stakeholders, resolving issues and driving continuous improvement.
- Leading, coaching and developing the Commercial Operations team while maintaining accountability for delivery, governance, reporting and organisational outcomes.

To be successful in this role you will have:

- Essential Security Clearance: you will be able to obtain and retain minimum baseline security clearance within six months to work with sensitive government and critical communications information.




- Demonstrated experience leading complex, high‑value procurement and commercial activities from strategy through to contract management.
- Robust capability in strategic sourcing, commercial negotiation, contract management and procurement risk management.
- Sound understanding of procurement governance, probity, legislative and policy requirements, ideally within government or other regulated environments.
- Proven ability to identify and manage commercial, contractual, financial and supply chain risks while delivering value‑for‑money outcomes.
- Strong stakeholder management and influencing skills, including engagement with senior executives and management of competing priorities.
- Proven people leadership capability, including coaching, performance management and team development.
- Relevant tertiary qualification in business, commerce, engineering or a related discipline, with high standards of integrity, accountability and professional judgement.

Nice to have

- Knowledge of the NSW Government Procurement Policy Framework and associated procurement schemes.
- Experience in telecommunications, ICT, infrastructure, emergency services or other technically complex environments.
- Exposure to organisation‑wide or whole‑of‑government procurement programs.
- Strong commercial and financial analysis capability, including total cost of ownership and benefits realisation.
- Experience leading procurement transformation, capability uplift or process improvement initiatives.
