Expressions of Interest – EL1 and EL2 Policy and Program Leaders
Strategic Policy and Program Leadership | 2026–27 DFP Recruitment is seeking expressions of interest from experienced EL1 and EL2 professionals for potential labour-hire opportunities supporting a high-profile Australian Government initiative.

Opportunities may be available across strategic policy, program delivery, project leadership, governance and executive writing. Candidates with advanced policy-writing skills and experience preparing influential advice for senior executives and government decision-makers are particularly encouraged to apply.

Potential responsibilities

- Leading the development, implementation and evaluation of complex policy and programs
- Preparing and quality-assuring briefs, submissions, reports and strategic advice
- Translating complex evidence and policy issues into clear recommendations
- Providing authoritative advice to senior executives and key stakeholders
- Leading multidisciplinary teams and building organisational capability
- Managing sensitive, high-profile or emerging policy and program matters
- Establishing governance, risk-management and performance-reporting arrangements
- Building productive relationships across government and external organisations
- Managing competing priorities and delivering outcomes within tight timeframes
- Supporting executive, ministerial and parliamentary processes where required

To be considered, you will ideally demonstrate:

- Previous experience at the EL1 or EL2 level, or in a comparable senior leadership role
- Exceptional policy-writing, analytical and strategic-thinking capabilities




- Experience preparing high-quality advice for senior executives or government decision-makers
- Demonstrated success leading complex policy, program or project outcomes
- Strong leadership, judgement and decision-making skills
- The ability to manage ambiguity, risk and rapidly changing priorities
- Highly developed stakeholder engagement, consultation and negotiation skills
- Experience leading teams, managing performance and assuring the quality of work
- Discretion and sound judgement when handling sensitive or confidential matters

Experience developing policy or delivering programs within complex social policy, community or human services environments will be highly regarded.
