Primary objective
Provide strategic financial and business management advice, analysis and support to allocated business units, driving financial accountability, performance improvement, informed decision-making. and coordinate high-level governance and secretariat support for the agency Budget and Finance Committee. The role works with considerable day-to-day autonomy across a complex correctional workplace, partnering with senior leaders and operational areas to strengthen corporate governance, service delivery and compliance.
Key duties and responsibilities
1. Provide high-level financial, budgetary and corporate management advice to senior leaders and allocated business units,
including well-researched options and recommendations to support decision-making.
1. Prepare and analyse regular performance reports covering budgets, staffing, leave, travel, overtime and other cost drivers, and
identify emerging pressures and corrective actions.
1. Lead the governance and coordination of the Budget and Finance Committee, including agendas, papers, briefings, out-of-
session requests and follow-up actions.
1. Lead or contribute to projects, policy implementation and continuous improvement initiatives that strengthen financial
compliance, governance, systems and service delivery.
1. Build effective partnerships with operational areas, central service providers and other stakeholders to resolve complex
matters and ensure procurement, contract and corporate processes are followed.
1. Provide direction, mentoring and capability development to relevant staff, while maintaining confidentiality and complying
with legislation, policy, the NTPS Code of Conduct and work health and safety requirements.
Selection criteria
Essential
1. Demonstrated high-level experience in financial management, budgeting, forecasting, workforce planning, accrual accounting
and financial analysis, including the provision of strategic, evidence-based advice to senior executives.
1. Demonstrated ability to influence, challenge and support operational leaders to improve financial performance, achieve
budget objectives and manage organisational risks.
1. High-level analytical, research and problem-solving skills, with experience preparing quality reports, briefings, committee
papers and recommendations within critical timeframes.
1. Demonstrated experience leading governance, project, policy or business improvement activities and managing competing
priorities with limited direction.
1. Sound knowledge of public sector governance, legislative and regulatory compliance, procurement, risk management and
corporate service delivery, or the ability to quickly acquire this knowledge.
1. Demonstrated ability to build effective cross-cultural relationships, work collaboratively in a complex operational workplace
and act with integrity, impartiality and discretion.
Desirable
1. Tertiary or postgraduate qualifications in accounting, finance, business or a related discipline.
2. Experience in a public sector, corrections, law enforcement, security or similarly complex operational environment.
3. Experience with government financial systems, committee governance, change management, audit, business planning or
quality improvement.
