About the Opportunity

We are seeking a accomplished and influential HSS leader to lead our Health, Safety and Security strategy, with a strong focus on establishing and embedding best-practice HSS frameworks across our Malawi and Kazakhstan operations. This is a pivotal senior leadership role with responsibility for setting the strategic direction for HSS, strengthening governance and championing a high-performance culture where safety and security are embedded in every aspect of our operations.

Operating across a diverse mining and processing portfolio, you will drive the development of centralised HSS frameworks, systems and solutions, providing greater visibility, consistency and assurance across our international operations. You will partner closely with executive and operational leadership to elevate standards, manage critical risks and drive sustainable, continuous improvement.

Your primary responsibilities will include:

Compliance & Governance (Remote Oversight)

- Provide strategic HSS governance and assurance across the Malawi and Kazakhstan operations, ensuring compliance with applicable legislation, regulatory requirements and company standards through effective oversight, assurance and verification frameworks.
- Establish and oversee HSS governance, reporting and records management frameworks, ensuring operational teams maintain audit-ready documentation and meet all regulatory, statutory and corporate reporting obligations.
- Lead the company’s HSS regulatory interface across Malawi and Kazakhstan, maintaining effective relationships with relevant authorities and ensuring local engagement, inspections and regulatory matters are appropriately managed through in-country leadership.
- Provide strategic oversight of security governance across Malawi and Kazakhstan, ensuring appropriate frameworks are in place for site security, access control, contractor security, threat and risk management, incident response and ongoing assurance.

Policies, Systems & Risk Management

- Develop and lead the implementation of fit-for-purpose HSS frameworks, standards and risk management systems across Malawi and Kazakhstan, ensuring they reflect operational risk profiles, regulatory requirements and company standards.
- Establish a centralised approach to HSS risk management, performance monitoring and assurance, leveraging digital systems, dashboards and reporting to provide clear visibility of performance, identify emerging and critical risks, and drive continuous improvement.

Incident & Emergency Management

- Provide governance and oversight of incident management and investigation processes, guiding local teams through root-cause analysis, documentation and timely corrective actions.
- Provide executive oversight of security incidents, investigations and corrective actions, ensuring threats,



breaches and security-related events are appropriately managed and lessons learned are communicated across the business.
- Ensure robust emergency response and crisis management frameworks are established, tested and maintained across Malawi and Kazakhstan operations, with clearly defined accountabilities, escalation protocols and response capabilities.
- Lead security preparedness and crisis management governance, preparedness and crisis management planning, working with site leadership and external security providers where required.

Training & Capability Development

- Set the strategic direction for HSS training, competency and induction frameworks, ensuring employees, contractors and visitors understand the standards and behaviours expected across the business
- Mentor and develop Malawi and Kazakhstan HSS teams and personnel, building capability in modern practices through structured remote coaching and regular check-ins.

Security Management

- Build and strengthen HSS capability across Malawi and Kazakhstan operations, ensuring security risks are identified, assessed and effectively managed.
- Establish and oversee security standards, assurance framework, systems, site access controls, contractor and visitor management processes, and physical security arrangements.
- Lead enterprise-level security risk assessments, threat monitoring and preparedness activities and security awareness initiatives across all operations.
- Partner with operational leaders and external security providers to maintain effective site security and business continuity measures.

Leadership, Support & Reporting

- Provide senior HSS leadership, strategic direction and technical guidance to operational leadership and in-country HSS teams, establishing clear accountabilities and promoting solid ownership of HSS performance.
- Act as a key HSS adviser to senior leadership, providing informed advice on critical risks, regulatory exposure, security matters, operational readiness and emerging HSS priorities.
- Establish meaningful HSS performance measures and executive reporting, providing senior leadership with clear insights into safety performance, critical risks, security exposures, assurance outcomes and improvement priorities across Malawi and Kazakhstan.
- Drive cross-operational learning and continuous improvement, ensuring insights, lessons learned and leading practices are systematically shared and embedded across the business.

About You

Our ideal candidate accomplished senior HSS leader within mining, processing, high-risk industries, and ideally across multi-national jurisdictions. You will bring a strong track record of establishing and leading HSS functions,



systems and governance frameworks (including ISO 45001, 14001 & 9001), together with practical expertise in critical risk management, security, operational readiness and regulatory compliance. You will be comfortable providing strategic oversight across geographically dispersed operations while building capable, accountable in-country teams.

You will combine strategic thinking with a pragmatic, hands-on leadership style, with the credibility to influence executives, operational leaders, regulators and external stakeholders.

Essential:

- 10+ years' HSS experience, including substantial experience in senior HSS leadership roles within mining, mineral processing, resources or other complex high-risk industries.
- Demonstrated experience leading HSS across multi-site and/or multinational operations, including geographically dispersed teams.
- Demonstrated ability to develop, implement and continuous improvement of HSMS, security management systems and governance frameworks.
- Experience managing physical security, access control, contractor security management and security incident response within industrial, mining or processing environments.
- Strong understanding of security risk assessment methodologies and business continuity planning.
- Proven capability in building and embedding a cohesive, high-performance safety culture across diverse operations.
- Ability to travel internationally as required.

Desirable:

- Tertiary qualification in Occupational Health & Safety, Security Management, Risk Management or related discipline.
- Significant experience operating in developing-country, emerging-market or cross-cultural environments.
- Experience establishing HSS systems and capability for greenfield projects, operational readiness, commissioning or rapidly developing operations.
- Professional qualifications or certifications in safety, security, risk management, emergency management or business continuity would be highly regarded.
